About this opportunity
Broward County is issuing a Request for Information (RFI) with a Notice of Intent to Designate Single Source for an Automated Vehicle Identification (AVI) Ground Transportation Management System at Fort Lauderdale-Hollywood International Airport, with responses due October 23, 2026. The County proposes to sole-source to TransCore LLC based on proprietary system compatibility and service requirements.
The RFI seeks to determine whether the specified commodity or service is available from multiple providers or whether an alternate system exists that would meet the County's operational needs. The scope encompasses TransCore's Encompass 5 Radio Frequency Identification (RFID) readers, antennas, handheld readers, GTM servers, related software, firmware, and system-level servicing. TransCore LLC currently holds exclusive capability to conduct warranty service and field repairs on the existing proprietary AVI/tolling hardware at the airport.
Prospective vendors are invited to submit information regarding their ability to provide equivalent commodities or services, or to contest the proposed single-source designation in writing with supporting documentation. Vendors must demonstrate that their offering is comparable, available from multiple suppliers, and meets or exceeds the County's stated requirements. The Director of Purchasing retains sole authority to determine comparability and will notify all submitting vendors of the single-source determination decision via the electronic bidding system.
This RFI is not a request for pricing and does not constitute a purchase commitment. Responses must be submitted through the County's electronic bidding system and may include supporting documentation to assist in the comparability evaluation.
