About this opportunity

The Solid Waste Authority of Palm Beach County is requesting Letters of Interest for demolition, design, construction, start-up, operation, and long-term maintenance services for a new mass-burn waste-to-energy facility (PBREF 1R), with submissions due November 18, 2026 at 2:00 p.m. Eastern Time under RFEI 27-501. The Authority intends to contract with a single prime entity (including joint ventures) capable of performing the entire Demolition, Design, Build, Operate and Maintain (DDBOM) scope under a full EPC-type integrated project delivery structure.

Experience in large-scale mass-burn WTE facilities, large power-generating facilities, or other large heavy industrial facilities is essential to qualification. Prime contracting entities must be licensed to perform design-build services in Florida under Florida Statutes Section 489.119 (general or building contractor) or Sections 471.023, 481.219, or 481.319 (engineer, architect, or landscape architect). The Authority emphasizes that submission of a Letter of Interest does not satisfy future licensing requirements and does not qualify respondents for subsequent procurement stages; firms must commence licensing processes early.

The new facility will process up to 2,550 tons per day of municipal solid waste using three 850-ton-per-day boilers with commercially proven mass-burn technology and air pollution control equipment. The existing PBREF 1 must be demolished. The anticipated procurement structure includes a lump-sum price for demolition, design, construction, and start-up, followed by a service fee-based agreement for long-term operation and maintenance over a potential 20+ year term.

Letters of Interest are limited to ten pages and must be submitted through the Bonfire digital platform. A non-mandatory informational conference is scheduled for October 21, 2026, and an Industry Day with facility tours is planned for December 10, 2026. The Authority will not reimburse costs associated with LOI preparation, site visits, or participation expenses. The procurement will proceed with a Request for Qualifications (RFQ) and Request for Proposals (RFP) in subsequent phases. All submittals are subject to Florida public records law; respondents should not include trade secret information.

Opportunity text

The Solid Waste Authority of Palm Beach County (Authority) is requesting Letters of Interest (LOI) from respondent firms (Respondents) that can demonstrate their qualifications and capabilities for the demolition of the existing Palm Beach Renewable Energy Facility No. 1 (PBREF 1), as well as for the design, procurement, construction, start-up and testing, and long-term operation and maintenance services for a new mass-burn waste-to-energy (WTE) facility. It is the intent of the Authority to contract with a single prime contracting entity that is capable of performing all necessary services for this Demolition, Design, Build, Operate and Maintain (DDBOM) Project. The Authority is seeking a full EPC-type structure for this integrated project delivery. Experience in large-scale projects with mass-burn WTE facilities, large power generating facilities, and/or other large heavy industrial facilities will be essential to the qualifications for the DDBOM teams.
