About this file

This document is a Submittal Form 1 Transmittal Letter template issued by the Solid Waste Authority of Palm Beach County in Florida for Request for Expressions of Interest (RFEI) No. 27-501. The RFEI solicits qualified respondent firms capable of performing demolition of the existing Palm Beach Renewable Energy Facility No. 1 (PBREF 1) and the design, procurement, construction, start-up, testing, and long-term operation and maintenance services for a new mass-burn waste-to-energy facility. The Authority intends to contract with a single prime contracting entity capable of performing all necessary services under a full Engineering, Procurement, and Construction (EPC)-type integrated project delivery structure. Experience in large-scale projects involving mass-burn waste-to-energy facilities, large power-generating facilities, and heavy industrial facilities is identified as essential to qualifying respondent teams.

The transmittal letter serves as the formal cover document through which respondents certify their submission in accordance with RFEI requirements. Respondents are required to acknowledge receipt of the RFEI and all addenda, confirm the submission is duly authorized and binding, attest that all information is current and complete, and certify that the RFEI was prepared in good faith without collusion or fraud. Additionally, respondents must confirm they are not suspended or debarred from conducting business with governmental entities, declare the absence of conflicts of interest or unfair advantages, and identify a principal contact person for all communications with the Authority. The letter must be notarized and may be submitted with either digital signatures or scanned PDFs of wet signatures.
