The Authority seeks a single prime contracting entity, which may include joint ventures, capable of performing the entire Demolition, Design, Build, Operate and Maintain (DDBOM) scope. The RFEI was issued on September 11, 2026, with a submission deadline of November 18, 2026, at 2:00 PM Eastern Time. A non-mandatory informational conference is scheduled for October 21, 2026, and an Industry Day with facility tours is planned for December 10, 2026. Letters of Interest are limited to ten pages and must be submitted through the Bonfire digital platform. The anticipated procurement will follow with a Request for Qualifications (RFQ) and Request for Proposals (RFP), with the Authority considering a lump-sum price for demolition, design, construction, and start-up, followed by a service fee-based agreement for long-term operations and maintenance over a potential 20+ year term.
Prime contracting entities must be licensed to perform design-build services in Florida, meeting requirements under Florida Statutes Section 489.119 for general contractors, or Sections 471.023, 481.219, or 481.319 for engineering, architecture, or landscape architecture professionals, respectively. The Authority will not reimburse costs associated with LOI preparation, site visits, or other participation expenses. Respondents should not include trade secret information in their submissions, as all submittals are subject to Florida public records law. The Authority reserves the right to modify the procurement process, separate or combine project components, or take no action without obligation. Interested firms are strongly encouraged to commence Florida licensing processes early. Additional reference materials and project background information are available on the Authority's website under the "Resources" heading for the PBREF 1R project.

1.0 INTRODUCTION
1.1 GENERAL:
The Solid Waste Authority of Palm Beach County (Authority) is requesting Letters of Interest (LOI) from respondent firms (Respondents) that can demonstrate their qualifications and capabilities for the demolition of the existing Palm Beach Renewable Energy Facility No. 1 (PBREF 1), as well as for the design, construction, start-up and acceptance testing, and long-term operation and maintenance services for a new mass-burn waste-to-energy (WTE) facility. It is the intent of the Authority to contract with a single prime contracting entity, which may include Joint Ventures (JV), that is capable of performing all necessary services for this Demolition, Design, Build, Operate and Maintain (DDBOM) Project. The Authority is seeking a full Engineering, Procurement, and Construction (EPC)-type structure for this integrated project delivery. Experience in large-scale projects with mass-burn WTE facilities or large power generating facilities, and/or other large heavy industrial facilities will be essential to the qualifications for the DDBOM teams.
The proposed facility is currently named Palm Beach Renewable Energy Facility 1 Replacement (PBREF 1R). PBREF 1R will process up to 2,550 tons per day (tpd) of municipal solid waste (MSW) in three (3) 850 tpd boilers, utilizing commercially proven mass-burn technology with air pollution control (APC) equipment similar to or better than what is currently utilized at the Authority’s 3,000 tpd mass-burn WTE facility, named Palm Beach Renewable Energy Facility No.
2 (PBREF 2). Air Pollution Control (APC) equipment is anticipated to include a dry, semi-dry, or wet scrubber for acid gases removal, activated carbon injection, a fabric filter baghouse, and Selective Catalytic Reduction (SCR) for nitrogen oxide control, as may be required to address recently published rules for new Large Municipal Waste Combustors (LMWC) New Source Performance Standards (NSPS) and Emission Guidelines (EG).
Other project development tasks including siting, environmental permitting, power purchase negotiations, and financing will be primarily the responsibility of the Authority. The Authority has identified the existing site where PBREF 1 is located as the location for construction of PBREF 1R. The PBREF 1 site is roughly 25 acres on the Authority’s existing Palm Beach Renewable Energy Park (PBREP) in West Palm Beach, Florida. It should be noted that the Authority is not currently entertaining alternative disposal technologies as part of this RFEI. However, to facilitate the development of Respondent teams, the Authority encourages submissions from the following:
• Demolition and Decommissioning Construction Firms
• EPC Firms
• Boiler, Mass-Burn Grate, and APC Technology Vendors
• WTE Operations and Maintenance Firms
All Demolition and Decommissioning Construction Firms and EPC Firms should have specific experience with large mass-burn WTE facilities or large power generating facilities, and/or other large heavy industrial facilities. WTE Operations and Maintenance Firms should have specific experience operating mass-burn WTE facilities of a similar size.
Boiler, Mass-Burn Grate, and APC Technology Vendors should have specific experience with designing and manufacturing technology for mass-burn WTE facilities of a similar size. A list of Respondents will be publicly posted on the Authority’s website along with their contact information to facilitate communication between Respondents. All submittals are subject to Florida public records law, Chapter 119, Florida Statutes, and may be requested by third parties.
It is recommended that LOIs do not include trade secret information.
1.2 UPCOMING PROCUREMENT PROCESS:
Following this RFEI, the Authority intends to proceed with a full procurement of PBREF 1R, including a Request for Qualifications (RFQ) and a Request for Proposals (RFP). The Authority anticipates the procurement of PBREF 1R to be a combined Demolition, Design, Build, Operate, and Maintain (DDBOM) type contract and procurement process, but reserves the sole right to modify this process based on quantity and quality of prospective Respondents. The RFQ and RFP are still in development; however, the Authority’s anticipated method will be a lump sum price for the demolition, design, construction, startup and acceptance testing of PBREF 1R, along with a service fee-based agreement for the long-term operations and maintenance period. The time frame for long-term operations has not been finalized; however, the Authority is considering the potential for a 20+ year operations and maintenance agreement.
In order to be qualified to submit a response to the upcoming RFQ, the single prime contracting entity, which may include Joint Ventures (JV), must be licensed to perform design-build services in the State of Florida, which means per applicable law, that it is a partnership, corporation or other legal entity that:
1. Is certified under Florida Statutes Section 489.119 to engage in contracting through a certified or registered general contractor or a certified or registered building contractor as the qualifying agent; or
2. Is qualified under Florida Statutes Section 471.023 to practice or to offer to practice engineering; qualified under Florida Statutes Section 481.219 to practice or to offer to practice architecture; or qualified under Florida Statutes Section 481.319 to practice or to offer to practice landscape architecture.
The Authority strongly encourages entities that are not yet licensed in Florida to provide these services to commence the licensing and qualification process as early as possible with the Florida Department of Business and Professional Regulation (www2.myfloridalicense.com).
1.3 RFEI SCHEDULE:
A summary schedule of the major activities associated with the Authority’s procurement process for this Project is presented in Table 1 – RFEI Schedule. The Authority, at its sole and unfettered discretion, may modify the schedule as it deems appropriate. The Authority will notify the Respondent of any changes associated with submittal dates by written Addenda in accordance with Item 1.4 – Addenda, herein.

F. Long-term operation and maintenance of PBREF 1R, including staffing and all associated work necessary with operating and maintaining a mass-burn WTE facility.
G. Recovery of metals and other materials from bottom ash residue for sale.
H. Generation of electricity for Authority internal usage and Authority sale to a power purchaser.
A detailed Design Criteria Package (DCP) will be provided as part of the procurement process which will set the complete minimum requirements for the project. Additionally, drafts of a Design-Build Construction Agreement (DB Agreement) and an Operations and Maintenance Agreement (O&M Agreement) will be provided as part of the RFP process, with opportunities for Respondents, qualified as part of the RFQ process, being afforded the opportunity to review and respond to the draft documents before they are finalized into the RFP.
Figure 1-2 provides a preliminary conceptual layout of the intended Facility. The Authority intends to initiate permitting prior to the RFQ/RFP procurement process, which requires relatively accurate building dimensions and locations to perform air modeling for pollutants of concern. Some minor design changes will be allowed in the future but certain parameters such as stack location, etc. will need to comply with the final air permitting process.
