About this file
This is a Florida Licensure Acknowledgement Form submittal document for the Solid Waste Authority of Palm Beach County's Request for Expressions of Interest (RFEI 27-501) for the Palm Beach Renewable Energy Facility No. 1 Replacement (PBREF 1R) project. The project is anticipated to be procured as a Design-Build, Operate and Maintain (DDBOM) initiative, requiring demolition of the existing facility and design, construction, start-up, testing, and long-term operation and maintenance of a new mass-burn waste-to-energy facility. The Authority seeks a single prime contracting entity capable of performing all necessary services under an integrated EPC-type project delivery structure. Respondents demonstrating qualifications and capabilities in large-scale mass-burn WTE facilities, large power generating facilities, or other large heavy industrial facilities are encouraged to submit a Letter of Interest.
The form certifies that respondents understand Florida's statutory licensure requirements, which cannot be waived by the Authority. Prime contracting entities, including Joint Ventures, must be licensed to perform design-build services in Florida, either through certification as a general or building contractor under Florida Statutes Section 489.119 or through qualification as an engineer, architect, or landscape architect under Sections 471.023, 481.219, or 481.319, respectively. Submission of a Letter of Interest does not satisfy future licensing requirements or qualify respondents for subsequent procurement stages. The Authority strongly encourages interested firms to evaluate applicable licensure requirements and commence necessary licensing processes early, and reserves the right to determine compliance with all procurement and statutory requirements during future solicitation phases.
