About this file

This document is a Q&A related to a Transportation Master Agreement between the Massachusetts Department of Mental Health (DMH) and potential transportation providers. The agreement establishes a pool of qualified providers that can cover one or more areas of the state or the state as a whole, to allow DMH to quickly purchase transportation services as needed for emergencies or unplanned events. DMH has programs located throughout the state, with the majority in the Worcester area and east of Route 495, though the actual transportation needs cannot be predicted. Bidders can select the areas they are able to serve, including the option to serve the state-wide. The agreement includes DMH inpatient settings, congregate/group living environments, shelters, and contracted residential treatment programs located in various regions of the state, with estimated staff and client counts provided.

Pricing and other commercial terms are not detailed in this document. DMH is seeking to establish a pool of qualified transportation providers that can respond quickly to meet transportation needs across the state as required. Bidders are encouraged to submit responses covering the areas they are able to serve.

Q and A Group Transportation Master Agreement BD-25-1022-DMH08-8210C-105732

Could you tell me where the majority of this contract transportation pick ups would be?

This is difficult to predict, because the service is intended to be used only as needed in the event of emergencies or unplanned events. The purpose of this initiative is to establish a pool of potential providers that can cover one or more areas of the State or the State as a whole, so that services can be purchased as quickly as needed. As indicated in the RFR and as restated below, DMH has a need for this service in every region of the State and would like to have providers included in the pool from every region. The majority of our programs that could require the service are located in the Worcester area and east of Route 495, but this does not mean that the majority of the needed services will be in these areas.

We encourage all qualified bidders to submit a response.

The following are where DMH programs that could require the services are located:

DMH inpatient settings include the following:

· Worcester Recovery Center and Hospital (309 Belmont Street, Worcester, MA 01604): approximately 320 patients and 250 staff.

· Hathorne Units at Tewksbury State Hospital (365 East Street, Tewksbury, MA 01876): approximately 165 patients and 80 staff.

· Solomon Carter Fuller Mental Health Center (85 East Newton Street, Boston, MA 02118): approximately 60 patients and 76 staff.

· Metro Boston Mental Health Units at Lemuel Shattuck Hospital (170 Morton Street, Jamaica Plain, MA 02130): approximately 95 patients and 80 staff.

· Taunton State Hospital (60 Hodges Avenue, Taunton, MA 02780): approximately 45 patients and 60 staff members.

· Cape Cod and Islands Mental Health Center (830 County Road, Pocasset, MA 02559): approximately 18 patients and 30 staff.

· Corrigan Mental Health Center (49 Hillside Street, Fall River, MA 02720): approximately 18 patients and 30 staff members.

· Recovery From Addiction Program (60 Hodges Avenue, Taunton, MA 02780): approximately 120 patients and 80 Staff members.

DMH-operated congregate/group living environments are located in various communities in DMH’s Southeast, Northeast, and Central Massachusetts Areas. Included in the Bid’s COMMBUYS file is a list of DMH Areas and the communities that they serve. The estimated number of staff /clients in one of these environments is between 6 and 13.

DMH-operated shelters are located in the Metro Boston Area. The estimated range of staff/clients in these environments is between 20 guests / 12 staff and 80 guests / 40 staff.

DMH-contracted Intensive Residential Treatment Programs (IRTPs) are located in the Central Massachusetts, Northeast, and Southeast Areas. The estimated range of staff/clients in each of these environments is 15-17 clients and 3-10 staff (depending on shift). DMH also contracts for Clinically Intensive Residential Treatment (CIRT) in Western Massachusetts for youth ages 6 - 12. This program has 12 residents and approximately 35 staff.

Hi what part of the state would you need serviced? we are in the north shore.

DMH needs providers that can cover certain areas of the state and/or the state as a whole. We encourage all qualified bidders to submit responses and to be included in the pool of available providers. Bidders may select the areas of the state for which their transportation services will be available and/or can elect to be available state-wide. If a Bidder only wants to serve the Northshore area, a Bidder can select to do that under the bid.

In the Northeastern part of the state, DMH has the following programs that could need transportation services:

· Harthorne Units at Tewksbury State Hospital (365 East Street, Tewksbury, MA 01876): approximately 165 patients and 80 staff;

· DMH-operated congregate/group living environments;

· DMH-contracted Intensive Residential Treatment Programs (IRTP) located in the Northeast area. The estimated range of staff/clients at this environment is 15-17 clients and 3-10 staff (depending on shift).
