About this opportunity
The Oregon Health Authority Behavioral Health Division is requesting applications from licensed and certified psychologists to conduct forensic competency evaluations under ORS 161.370, with applications accepted on an ongoing basis beginning August 4, 2026 and initial selections held August 15, 2026. The procurement establishes approximately 10 to 15 Price Agreements over a one-year initial term with renewal options up to seven years maximum.
Applicants must hold a valid Oregon psychologist license and current OHA forensic evaluator certification. The application requires submission of at least three written forensic competency evaluation reports completed within the past five years, documentation of expert testimony experience or preparation strategy, proof of ability to conduct evaluations across in-person and virtual formats, and evidence of statewide travel capability. Applicants are scored on eight criteria worth up to five points each: experience conducting competency evaluations, report writing history, expert testimony preparation, forensic population experience, independent work capability, deadline management, evaluation setting experience, and statewide travel availability. Only applicants scoring above 25 points receive Price Agreement offers.
Evaluators conduct 90 and 180-day competency evaluations in accordance with House Bill 2005 requirements, following American Psychological Association and Oregon administrative guidelines. Services include comprehensive case-material review, court communication, and report submission. Work is authorized through individual Work Order Contracts issued under each Price Agreement; the Price Agreement itself guarantees no specific work volume or dollar amount.
Compensation is structured at $150.00 per hour, up to 80 hours per month unless a Work Order expressly authorizes excess hours, plus in-state travel reimbursement at $50.00 per hour and $0.22 per mile. Contractors must maintain Professional Liability Insurance ($1,000,000 per claim / $2,000,000 aggregate), Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate), and Workers' Compensation Insurance if applicable. OHA reserves the right to add or subtract the number of Price Agreements based on agency needs and may terminate any agreement at its sole discretion with 30 days' notice.
