About this opportunity
The State of Colorado, Department of Human Services (CDHS), Office of Civil and Forensic Mental Health (OCFMH), located in Pueblo County, is seeking qualified evaluators to provide Unconditional Release/Conditional Release (UCR/CR) evaluations for forensic mental health services. This is a Request for Applications (RFA) numbered 2023000406 for evaluation services to be provided at OCFMH locations including Ft. Logan Campus, Pueblo Campus, inpatient settings, and throughout Colorado communities. The primary deliverable is the completion of risk assessments and release examinations for individuals found Not Guilty by Reason of Insanity (NGRI) who are under state authority, with evaluators required to hold a doctoral degree in Psychology or Medicine and maintain active licensure as a psychologist or psychiatrist in Colorado. Applicants must meet minimum workload requirements of three evaluations per year with a maximum of two per month per evaluation type, subject to case availability, and must complete criminal background checks, maintain professional liability insurance, and comply with all CDHS policies, HIPAA requirements, and confidentiality standards. The contract will have an anticipated start date of July 1, 2026, with a one-year initial term plus four optional one-year renewal periods. Applications are being accepted on a rolling basis with a final deadline of June 30, 2027, at 5:00 p.m. MST, and must be submitted electronically to the designated Box email address as a single zip file not exceeding 15 GB. Questions must be directed to the single point of contact, Jamie Gott at the Southern District Procurement Office, located at 1600 West 24th Street, Building 125, Pueblo, Colorado 81003, with the phone number 719-546-4694.
Compensation is structured by experience level, ranging from $2,800 to $3,800 per evaluation, with additional fees including $150 per hour for testimony and testimony preparation (capped at four hours unless pre-approved), $50 per no-show, and $100 per court letter. Travel reimbursement is available for evaluations 50 miles or more from the contractor's residence, subject to pre-approval and compliance with state per diem and mileage guidelines. As of the posting date, four vendors have submitted responses: Fitzgerald Psychological Services PLLC, Maren Conway, and Nicole Mack PsyD ABPP LLC. The RFA documentation indicates that no specific set-aside designations or restrictions on types of organizations are noted; however, all contractors must comply with CDHS standard contract language and protected health information retention policies as outlined in Exhibit A.11. The procurement is classified under commodity code 95221 for counseling services, and the state notes that no property interest or financial obligation exists until a formal contract is signed by all parties. Contractors are not guaranteed a specific number of clients or annual reimbursement amount, as services are provided on an as-needed basis as required by courts, and the state is not liable for any pre-award costs incurred by applicants.
