About this opportunity

The Michigan Department of Transportation is requesting proposals for replaceable cutting edges for snowplow underbody and wing blades under RFP 26-2244, with proposals due July 8, 2026 at 3:00 p.m. Eastern. Qualified Disabled Veteran-Owned/Service-Disabled Veteran-Owned Businesses (QDV/SDVOB) may receive preference consideration under MCL Section 18.1261.

Bidders must provide pricing for either standard specification wing blades or standard specification underbody blades, or both, to meet mandatory minimum requirements. The scope includes curved underbody blades (0.750 inches thick, 6 inches wide, 48 inches long) and straight underbody blades (4-foot and 5-foot) with tungsten carbide inserts; standard specification wing blades (12-foot, 9-foot, and 7-foot configurations); and optional specialty blades with a minimum order of 10 units per purchase. Total estimated quantities include 428 curved underbody blades, 223 nine-foot wing blades, 32 twelve-foot wing blades, 22 seven-foot junior wing blades, and 1,016 straight underbody blades. All cutting edges must meet detailed tungsten carbide insert specifications (88–89% carbide, 11–12% cobalt composition, 88.2 Rockwell A hardness minimum) and pass shear strength testing at minimum 138,000 kPa per Michigan Test Method 719-01. Delivery must reach 31 MDOT garage locations across six regional divisions, with direct shipping and central warehouse options available.

The contract term is August 6, 2026 through August 5, 2027, with options to renew for up to four additional one-year periods at the State's sole discretion. Pricing shall be firm through January 31 of each calendar year. The State will award as-needed contracts to responsive and responsible bidders offering best value, considering economic impact including Michigan employment, investment, and job creation. Contracts valued at $250,000 or more require State Administrative Board approval. Questions were due June 22, 2026; answers were posted June 24, 2026. Amendment 1 Q&A and standard contract terms are finalized. All proposals become public records immediately upon receipt.
