About this file

This is an Amendment 1 Q&A document for RFP 26-2244 issued by the State of Michigan for replaceable cutting edges for snowplow underbody and wing blades. The document addresses clarifications and questions submitted by potential bidders regarding the original RFP specifications, evaluation criteria, and submission requirements. The amendment provides written responses to inquiries that arose during the bidding period, offering guidance to prospective vendors on technical specifications, product compatibility, and compliance with state procurement standards. This document serves to ensure all bidders have consistent and accurate information prior to submitting their proposals.

The Q&A amendment clarifies various aspects of the solicitation to promote fair competition and accurate bid submissions. By addressing bidder questions through an official amendment, Michigan establishes uniform interpretation of the RFP requirements across all interested parties. The responses contained within this document become binding additions to the original RFP and must be incorporated into all bid proposals. This procedural approach minimizes protest potential and ensures that all bidders operate under the same set of specifications and expectations when preparing their responses to the state's equipment solicitation.

Replaceable Cutting Edges for Snowplow Underbody and Wing Blades Request for Proposal 260000002244 Amendment 1 – Questions and Answers

Q #
Document & Section
Bidder Question
State’s Answer
1
Specialty Blades
The bid documents do not appear to provide estimated quantities for the Specialty Blades. Without projected quantities, it is not practical to establish delivered pricing to individual locations. We recommend allowing vendors to bid these items delivered to the Central Garage only. Should a specific garage require delivery, a separate freight charge could be quoted at the time of purchase.
Vendors can provide pricing for delivery to central warehouse, direct shipping, or both. There are not current set quantities yet for specialty blades as we do not know what the options are yet, but for the garages that end up ordering specialty blades, they will order a minimum of 10. The Specialty Blade Pricing tab of the Schedule B – Pricing - Blade Quantities excel has a quantities of 10 entered for each MDOT garage listed.
2
Curb Feeler
No specifications appear to be provided for the Curb Feeler item. We request permission to submit our product specifications with our bid for review and consideration.
Vendors should provide their pricing and specifications for the curb feeler that they are proposing, for MDOT review.
3
Carbide Material Availability and Pricing
Please be advised that carbide raw material availability and pricing have been extremely volatile this season. Supplier quotations have ranged from validity periods of two weeks to as little as 24 hours. Given these constraints, please clarify how the purchasing process will accommodate such short pricing windows and how purchase orders will be issued to vendors within the required timeframe.
Section 19. Price Term in Schedule A explains MDOT’s Pricing Period. Section 11. Timeframes in Schedule A explains MDOT’s Delivery Order plan. For this first contract year’s order, MDOT will place the Delivery Orders within 14 calendar days of the effective start date.
