About this opportunity

The Texas Health and Human Services Commission is requesting sealed bids for repair and installation services of hospital beds at the San Antonio State Supported Living Center, with bids due October 8, 2026.

The scope covers as-needed maintenance, repairs, and installation of hospital beds. Bidders must provide hourly labor rates for four categories—standard labor (estimated 120 hours annually), overtime labor (estimated 30 hours annually), emergency labor (estimated 15 hours annually), and holiday labor (estimated 10 hours annually)—plus a per-bed installation rate for new hospital beds (estimated 10 beds annually) and a markup percentage on annual parts usage estimated at $5,000, not to exceed 20 percent. Bidders must submit evidence of prior hospital bed repair and installation experience through references and project documentation demonstrating capability on comparable work.

Required submissions include Exhibit A (HHS Solicitation Affirmations), a completed Exhibit C Pricing Sheet with material/parts markup percentage, Exhibit D (Bidder Reference Form and Contractor Qualifications Form), and any applicable Addendum Acknowledgement Forms. Failure to submit Exhibit A and the completed Exhibit C Pricing Sheet will result in bid disqualification. Bidders must also complete Form 4109 (Application for Texas Identification Number) for payment processing.

Respondents must certify compliance with comprehensive state and federal affirmations covering debarment status, E-Verify requirements, child support obligations, human trafficking prohibitions, franchise tax status, lobbying restrictions, Israel-boycott prohibitions, firearm/ammunition industry non-discrimination, cybersecurity training, telecommunications equipment restrictions, and other state-mandated regulatory and ethical requirements. All affirmations remain binding for 240 days from submission.

Bids must be submitted through the online bid room portal. In-person submissions may be delivered to the Procurement and Contracting Services office at 1100 W. 49th Street, Austin, Texas, during standard business hours (8 a.m. to 5 p.m.). Contact Gilbert J. Munoz for inquiries or 512-406-2500 for general PCS customer service.
