About this opportunity

Jackson County, Missouri is issuing a Request for Quotation (RFQ No. 25-052) for Rental Vehicle Services to support various County Departments on an as-needed basis through a 24-month initial term with one optional 12-month extension period. The procurement seeks qualified vendors to provide a comprehensive fleet of rental vehicles including compact cars, intermediate/standard sedans, full-size vehicles, premium sedans, station wagons, sport utility vehicles, seven-passenger minivans, twelve-passenger vans, and both small and large pickup trucks, with all vehicles required to be fewer than 40,000 miles and less than two years old. Respondents must submit quotations containing daily, weekly, and monthly rental rates for each vehicle class and must be located within 30 miles of Kansas City, Missouri with a minimum of five years of successful commercial experience in comparable rental car services. Key service requirements include liability insurance and collision damage waiver at no additional cost, supplemental liability insurance of at least $300,000 per accident, unlimited mileage, unlimited vehicle exchanges without penalties or fees, rental to 18-year-old drivers without surcharges, flexible billing cycles with monthly invoicing within five days of month end, and the vendor's responsibility for all maintenance and operating expenses except gasoline. The County estimates annual spend of $170,000 and reserves the right to split the contract award among multiple vendors. Proposals must be submitted electronically through the Jackson County Bonfire Portal at https://jacksongov.bonfirehub.com by 2:00 p.m. CT on January 20, 2026, with all questions due by 5:00 p.m. CT on January 13, 2026, and no price increases permitted during the first 12 months of the contract.

All respondents must obtain a Certificate of Compliance from Jackson County's Compliance Review Office prior to bid submission, with applications required at least five business days before the bid deadline, and must attest to tax compliance and non-delinquency status with Jackson County and other local government entities for contracts exceeding $150,000 annually. Vendors must also submit a notarized affidavit certifying the absence of collusion, compliance with federal work authorization programs, non-employment of unauthorized aliens, and verification that no county officers or employees have financial interests in the bid; failure to provide the Certificate of Compliance may result in bid rejection. Jackson County Code Chapter 6 may require Minority, Women, and Veteran Business Utilization compliance depending on final contract terms. All contractors must maintain comprehensive insurance coverage including Commercial General Liability with $1,000,000 per occurrence and $2,000,000 annual aggregate limits, Commercial Automobile Liability with $1,000,000 Combined Single Limit, Workers Compensation at statutory limits, and Excess/Umbrella Liability with $1,000,000 per occurrence and aggregate, with Jackson County named as an additional insured on all liability policies and certificates of insurance filed within ten calendar days of request.
