About this opportunity

The City of Tucson, located in Pima County, Arizona, is seeking multiple contractors for an annual requirements contract for the rental of portable toilets through RFP No. 226050. The procurement aims to supply portable chemical toilets to various city departments and locations, including Recreation, Sports, Special Events, Landfills, Parks, and Police Training facilities. The city requires contractors to provide four unit types: deluxe (with toilet and hand washing facility), standard, handicap, and trailer-mounted standard units, with a minimum capability of supplying 30 standard units, 3 handicap units, and 2 deluxe units on a 12-month basis. Rental services include comprehensive servicing, which involves cleaning, pumping, and restocking each unit with supplies and chemicals, with varying service frequencies based on location. The proposal was due on Tuesday, July 19, 2022, at 2:00 P.M. local Arizona time, with a pre-submittal conference held on Thursday, July 7, 2022, at 11:00 am. Contractors must demonstrate emergency and after-hours delivery capabilities with a two-hour response time. The city will evaluate proposals based on method of approach, qualifications and experience, and pricing, with the potential to award multiple contracts to ensure comprehensive service coverage.

The solicitation includes several set-aside and compliance requirements, particularly related to HUD regulations. Section 3 of the Housing and Urban Development Act of 1968 mandates that employment and economic opportunities generated by the project be directed to low- and very low-income persons, particularly those receiving HUD housing assistance. Contractors must comply with federal regulations, including posting job opportunity notices, communicating with labor organizations, and certifying employment practices. The contract allows for an initial one-year term with potential for up to four additional one-year extensions. While specific budget ranges are not explicitly stated, the pricing structure includes detailed rate groups for daily, weekly, monthly, and special event rentals across different portable toilet unit types. Contractors will be evaluated on their ability to meet comprehensive service requirements, with an estimated need of approximately 10-15 units per month. The solicitation emphasizes the contract is not a guaranteed commitment of services but seeks to establish a flexible, responsive portable toilet rental arrangement for various city departments and events.
