About this opportunity
The County of Orange, Sheriff-Coroner is requesting competitive bids for rental and maintenance of 25 reverse osmosis systems with hot and cold coolers at the Theo Lacy Facility in Orange, California, with bids due September 4, 2026 at 4:00 p.m. Pacific time. A 5% preference deduction applies to certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders; an 8% preference is available for vendors certified as both OCLSB and DVBE.
The scope includes maintenance services — cleaning, inspecting, replacing worn parts, lubricating, testing, and adjusting equipment — at the Theo Lacy Facility (501 The City Drive South, Orange, California 92868). Contractor must provide response within four hours of initial contact during business hours (8:00 a.m. to 5:00 p.m. Pacific time, excluding weekends and County holidays), install all equipment per County Project Manager direction, and coordinate scheduled filter changes. Contractor personnel must pass background checks, drug screening, valid California driver's license verification, and security clearance from the Sheriff-Coroner Department prior to facility access; clearances require renewal every 12 months. Security clearance submission is through an electronic portal using case-specific invite code BC-02-r.
The contract term is five calendar years commencing upon execution through November 7, 2031. Pricing is firm fixed-fee on a monthly basis per unit with no price increases permitted during the first contract year; thereafter, documented proof of cost increases is required with minimum 30 days advance written notice. Contractor pricing must equal or be less than prices quoted to any other local, state, or federal government entity for equal or lesser scope services. Bids remain valid for 365 days following closing. Award is made to the lowest responsive, responsible bidder. Contractor must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, automobile liability coverage of $1 million combined single limit, statutory workers' compensation coverage, and employers' liability insurance of $1 million per accident or disease. A performance bond and labor and material payment bond are required. All bids must be submitted electronically through the County's eProcurement Portal; no other submission method is accepted.
