About this opportunity
The State of Hawaii's Department of Health Adult Mental Health Division is requesting bids for removal, disposal, supply, and installation of new HVAC systems at the Kauai Friendship House, 4-1751 Kuhio Highway, Kapaa, Hawaii 96746, under IFB No. 420-1-26, with bids due July 31, 2026 at 4:00 p.m. Hawaii Standard Time. A mandatory site inspection is required prior to bid submission. Offerors must maintain an island-based business location on Kauai at the time of bidding and throughout the contract and warranty periods — failure to meet this qualification results in non-award.
The scope covers removal and proper disposal of existing HVAC equipment and installation of new energy-efficient split AC systems: two Fujitsu AOUA72RLBV outdoor condenser units (72,000 BTU each) with six 4-way mounted air handlers for the Kitchen/Dining Area, and one Fujitsu AOUA98RLBV outdoor condenser unit (96,000 BTU) with seven 4-way ceiling-mounted air handlers for the Conference/Communication Area. All work must comply with EPA, OSHA, and Federal, State, and Local Agency regulations.
The all-inclusive offer price must cover labor, materials, equipment, freight, delivery, applicable taxes, and all other costs. Award will be made to the responsive, responsible offeror submitting the lowest price. The preferred contract start date is September 1, 2026, with a completion date of October 31, 2026, though the term may be adjusted based on the contractor's submitted timeline.
Contractors must comply with Hawaii Revised Statutes Section 103-55 prevailing wage requirements for contracts exceeding $25,000 and provide proof of compliance with Hawaii's General Excise Tax Law, Employment Security Law, Workers' Compensation Law, Temporary Disability Insurance, and Prepaid Health Care Act through Hawaii Compliance Express or individual certificates. The contractor must carry Commercial General Liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, plus Basic Motor Vehicle Insurance of $1 million per occurrence. A one-year workmanship warranty and one-year maintenance agreement are required. Questions are due July 22, 2026 at 4:00 p.m. HST. Contact Sherry Oyamot (808-241-3799) or Vincent Noguchi (808-241-3130) to schedule the site inspection.
