About this opportunity
The County of Orange Sheriff-Coroner Department is seeking competitive bids for a Remote Temperature Monitoring System to be installed at the Orange County Crime Laboratory located at 320 N. Flower Street, Santa Ana, California. The procurement requires a comprehensive solution that includes digital sensors capable of monitoring temperatures at 41 locations across an 8-story building with a basement, with temperature measurement ranges from -20F to 82F. The system must feature wireless cloud-based connectivity, real-time alerts via audible siren, email and text notifications, and 24/7 software availability with ISO 17025 calibrated sensors. Key deliverables include on-site installation by manufacturer-certified technicians, unlimited text and voice call alerts, web-based data access with customizable reporting, and a one-year warranty. The solicitation is fully electronic, with bids to be submitted through the County's eProcurement Portal by January 27, 2026, at 4:00 PM. All questions and requests for interpretations must be submitted by January 14, 2026, before 12:00 PM through the designated Question & Answer section.
The contract offers potential preference opportunities for local small businesses and disabled veteran business enterprises, with a 5% preference deduction (maximum $100,000) for Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors, and an 8% preference for vendors certified as both. Potential bidders must provide a Certificate of Insurance, current W-9 form, valid D-U-N-S number, and a valid UEI number with active registration status within seven days of award notification. The contract will be structured as a firm fixed-fee arrangement with a one-year term, potentially partially funded by Federal Grant Funds, which requires compliance with federal regulations including the Clean Air Act, Energy Policy and Conservation Act, and Equal Employment Opportunity requirements. While no specific budget range is explicitly stated, the detailed pricing structure in Attachment B suggests the procurement will cover equipment, software licenses, cloud subscriptions, installation, remote configuration, orientation training, and support services, with sales tax and shipping costs included as separate line items.
