About this opportunity
The West Virginia Department of Environmental Protection (WVDEP) issued an Agency Request for Quote (ARFQ) for remedial excavation and corrective action services at the former Berton Bailes Daniels Gulf facility located at 1153 Ritter Drive, Daniels, West Virginia 25832, in Raleigh County. This procurement solicits bids for comprehensive environmental remediation including excavation of approximately 500 tons of petroleum-contaminated soils, asphalt removal (400 cubic yards), proper disposal at state-approved landfills (550 tons of contaminated soil and 75 tons of construction/non-hazardous materials), application of in-situ chemical oxidation treatment (1,000 pounds), backfilling with #57 limestone gravel (550 tons), traffic control and safety fencing, soil sample collection and analysis for BTEX, MTBE, TBA, and PAHs (up to 20 confirmation samples), and preparation of a Site Investigation Report using WVDEP templates. Mobilization and demobilization costs are capped at 2 percent of the total bid amount. Pricing must be submitted on a unit-price basis through wvOASIS, with lump-sum pricing for mobilization/demobilization, sample collection, traffic control/safety fencing, and report preparation. Vendors must hold a valid West Virginia Contractor's License, obtain all necessary federal, state, and local permits, and coordinate with WV811 for utility marking prior to commencing work. The mandatory pre-bid meeting was held on September 25, 2024, at 10:00 a.m. on site, the technical question deadline was October 2, 2024, at 4:00 p.m., and bids were due by October 9, 2024, at 10:30 a.m., submitted electronically through wvOASIS Vendor Self Service. The contract will be awarded to the vendor providing the lowest overall total cost while meeting all mandatory specifications. Draft reports are due within 45 days of field work completion, with final reports due 14 days after receipt of TCAU comments.
No set-asides or restrictions limiting procurement to disadvantaged enterprises or specific organization types are specified in this solicitation. The solicitation does not identify an incumbent vendor or current contractor. Vendors are subject to disqualification if they are federal or state debarred/suspended, have outstanding environmental enforcement actions, have unresolved DEP vendor complaints, are delinquent on workers' compensation or unemployment compensation, or have outstanding debt to the state or political subdivisions. The WVDEP will obtain the Right of Entry Agreement from the property owner prior to work commencement and will retain 10 percent of each invoice as a guarantee of contract compliance, held for up to six months. Laboratory sample analysis charges are excluded from the contract and will be billed directly to WVDEP through established contracts; if samples prove unacceptable due to vendor error, resampling occurs at no additional cost to WVDEP. No specific budget range or award value is published; contractors should submit detailed cost estimates based on the specified line items and unit prices. Invoices must be submitted within 45 days of work completion and should be directed to the West Virginia Department of Environmental Protection, Environmental Enforcement Division, 601 57th Street Southeast, Charleston, West Virginia, with inquiries directed to buyer Cynthia D. Fisher at (304) 558-2221 or cindy.fisher@wv.gov.
