About this file
This is Addendum No. 1 to an Agency Request for Quote (ARFQ) issued by the West Virginia Department of Environmental Protection (WVDEP) for remedial excavation and corrective action services at the former Berton Bailes Daniels Gulf facility located at 1153 Ritter Drive, Daniels, West Virginia 25832 (WV ID# 4103622). The project involves excavation of petroleum-contaminated soils, disposal at a state-approved landfill, application of in-situ chemical oxidation, and backfilling of the excavated area. The scope includes nine line items: mobilization and demobilization (2 each, lump sum); asphalt removal, excavation, and soil segregation (400 cubic yards); disposal of petroleum-contaminated soil (550 tons); disposal of construction/non-hazardous materials (75 tons); collection of soil samples (1 lump sum); in-situ chemical oxidation application (1,000 pounds); backfill with gravel (550 tons); traffic control and safety fencing (1 lump sum); and report preparation and submittal (1 lump sum). The mandatory pre-bid meeting was held on September 25, 2024, at 10:00 a.m. on site, with a technical question deadline of October 2, 2024, at 4:00 p.m. The solicitation closed on October 9, 2024, at 10:30 a.m. All bids must be submitted electronically through wvOASIS Vendor Self Service.
Addendum No. 1 publishes vendor questions and answers, pre-bid meeting sign-in sheets, and specification corrections with no other changes to the original solicitation. Key clarifications include confirmation that no paving is required (only backfill to surface with #57 limestone gravel), no compaction specifications are mandated, and the contractor is responsible for collecting soil samples and obtaining landfill profile approval, with WVDEP directly billed for laboratory analysis. The mobilization and demobilization cost cannot exceed two percent of the total bid amount. Vendors must possess a valid West Virginia contractor's license and must coordinate with WV811 for utility marking prior to project commencement. WVDEP will obtain the right of entry from the property owner. Lab charges are excluded from the contract and will be directly billed to WVDEP using established contracts. The State may retain ten percent of each invoice to guarantee contract compliance, with retainage held for up to six months. Invoices must be submitted within forty-five days of work completion and include project identification, performance dates, and itemized costs. The contact buyer is Cynthia D Fisher at (304) 558-2221 or cindy.fisher@wv.gov.

ADDENDUM NO 1
ARFQ DEP2500000024
Remedial Excavation and Corr Berton Bailes Daniels Gulf
Q1. Will you provide the mandatory Pre-Bid sign in sheet?
A1. Yes, the Pre-Bid sign in sheet can be provided.
Q2. Please confirm the excavated area does not require paving, just backfill to the surface
With #57 gravel?
A2. No paving will be required. The site will just be backfilled to the existing surface with limestone gravel. #57 gravel will be sufficient.
Q3. There was mention of compaction, but no specifications. What compaction
Requirements are there, if any for the backfill?
A3. There is no compaction specification. Backfill gravel will need to be tracked in with equipment to provide some sort of compaction.
Q4. Is the contractor required to get samples and lab analysis done to get a landfill profile approval, or will WVDEP get the profile approval? I couldn’t find any mention of this, but it has to be completed in advance of sending PCS to a landfill. 550 tons will require two samples (1 per 300 tons).
A4. The contractor is responsible for collecting samples and landfill profile approval.
WVDEP will be direct billed for lab analysis. The samples must be sent to a WVDEP approved lab. 2 samples will be necessary for the estimated 550 tons of soil to be removed.
Q5. What is the field screening (PID) level the WVDEP will use/adhere to in the field to determine what is clean (and to be stockpiled) vs sending to a landfill?
A5. The general guidelines are outlined in the WVDEP UST/LUST Closure Guidance
Memo (Appendix D-2) that can be found on the WVDEP website.
https://dep.wv.gov/WWE/ee/tanks/lustmain/Pages/Corrective-Action-Guidance.aspx
Field screening with a properly calibrated photoionization detector may be utilized for determining if soil is by definition a petroleum contaminated soil (i.e. 100 ppm petroleum hydrocarbons) or not.
This is also at the discretion of the project manager if they determine that they want the soil removed. As an example, heavily stained soils that have a PID reading of 90 ppm may need to be removed.
Q6. We attended the Prebid meeting and will be bidding this project. I see in the specifications that we are to submit our price on WVOASIS and on a “Pricing Page”. It could just be a generalized term, but I am unable to find a specific “Pricing Page” for this project anywhere on WVOASIS or in the attachments for this project. Can you clarify that for me if there is a specific Pricing Page that we are to use to submit our bid on?
A6. Your bids for this solicitation will need to be submitted through WVOASIS.
Q7. Line Item #3 – 4.1.3 Disposal of Petroleum Contaminated Soil at landfill. Since proper waste characterization of the soil for disposal has to be approval prior to dumping at a disposal facility. Can the WVDEP provide sufficient lab analytical data so the soil can be characterized for disposal prior to excavation?
A7. The contractor is responsible for collecting samples and landfill profile approval.
WVDEP will be direct billed for lab analysis. The samples must be sent to a WVDEP https://dep.wv.gov/WWE/ee/tanks/lustmain/Pages/Corrective-Action-Guidance.aspx approved lab. 2 samples will be necessary for the estimated 550 tons of soil to be removed.
