About this opportunity
The City of Tucson Housing & Community Development Department is issuing Request for Proposal No. 260195 to establish a qualified vendor list of firms capable of providing comprehensive professional relocation services for residents and/or businesses displaced by HCD property acquisitions, rehabilitation projects, Rental Assistance Demonstration (RAD) conversions, and other HUD-assisted public housing repositioning efforts. Services to be procured include relocation planning and coordination, eligibility determinations, notice preparation, advisory assistance to displaced households, needs assessments, replacement housing referrals, benefit claims processing, documentation and recordkeeping, and full compliance with applicable federal regulations under 49 CFR Part 24 (Uniform Relocation Act), HUD Handbook 1378, HUD Notice H 2019-09 PIH-2019-23, and RAD relocation guidelines. Proposers must demonstrate at least three completed relocation projects within the past seven years involving RAD conversions, Section 18 demolition/disposition, or other HUD-assisted public housing repositioning, with key personnel including a Project Manager possessing minimum seven years of professional relocation experience and direct involvement in at least two RAD or Section 18 projects, and Relocation Counselors with minimum three years of direct resident relocation experience. Evaluation criteria in order of relative importance include public housing relocation experience (20 points), price (20 points), methodology and approach (15 points), project management and reporting (15 points), project team qualifications (10 points), resident services and fair housing approach (10 points), and references and past performance (10 points). The pre-submittal meeting is scheduled for Wednesday, April 22, 2026, at 11:00 a.m. via Microsoft Teams, with proposals due electronically by Thursday, April 30, 2026, at 2:00 p.m. Arizona local time through the City's online procurement portal; the RFP requires pricing schedules for both a 25-tenant and 50-tenant project scenario including management and implementation costs, relocation services fees, project support and administrative costs, and hourly rates for additional staff at various levels.
Contractors must comply with Section 3 of the Housing and Urban Development Act of 1968, requiring that at least 25 percent of all labor hours be performed by Section 3 workers (low- and very low-income individuals) and 5 percent by targeted Section 3 workers, with compliance documentation and annual labor hour reporting required to HCD. The solicitation is subject to HUD requirements, Davis-Bacon prevailing wage determinations for contracts exceeding $2,000, HUD Section 3 compliance preferences for low- and very low-income persons, and Tucson's minimum wage and living wage requirements; contractors must also maintain commercial general liability insurance ($1,000,000 per occurrence/$2,000,000 general aggregate), commercial automobile liability ($1,000,000 combined single limit), worker's compensation per statutory requirements, and professional liability coverage ($1,000,000 per claim/$2,000,000 annual aggregate). Offerors must register with the City's Business Services Department and obtain a City of Tucson Business License or written determination that none is required. The contract term is one year from the date of award, with the City retaining the option to extend for up to four additional one-year periods; no specific contract values or budget ranges are identified in the solicitation, as funds are not presently available and the City's obligation is contingent upon future appropriation and availability of funds. The City reserves the right to award multiple contracts, conduct interviews with selected proposers, and negotiate final contract terms.
