About this opportunity

The City of Tallahassee in Leon County, Florida, is soliciting bids for Invitation for Bid (IFB) 017-26-RM, a comprehensive relay testing service for electric generating stations located within 25 miles of Tallahassee. The procurement involves testing 40 specific electrical relays from manufacturers including SEL, GE Multilin, ABB, and Westinghouse, with work primarily scheduled during February, March, April, October, November, and the first half of December. Contractors must possess appropriate occupational and professional licenses, provide NIST-calibrated testing equipment, and employ full-time technicians with a minimum of 5 years of relay testing experience. Key requirements include scheduling work at least two weeks in advance, performing tests under the guidance of a City of Tallahassee employee, and conducting all work in energized high-voltage substations and power plants. Technicians must be pre-approved by the city, provide a cell phone during fieldwork, and comply with the city's APPA Safety Manual, with the city retaining the right to replace personnel if needed. The bid response is due on November 25, 2025, at 2:30 p.m., and the city may award to multiple vendors if deemed in the best interest of the municipality.

The contract includes specific provisions for local vendors, requiring businesses to maintain a permanent place of business with full-time employees in Leon, Wakulla, Gadsden, or Jefferson Counties for at least six months prior to bid submission. Vendors must complete several mandatory forms, including a Non-Collusion Affidavit, Human Trafficking Attestation, Drug-Free Workplace Certification, and Vendor Conflict of Interest form. The contract is structured for a five-year term with an optional two-year extension, potentially totaling seven years. While specific total contract value is not explicitly stated, pricing will be on a per-relay testing basis, with additional provisions for mobilization, per diem, and technician costs. Insurance requirements are substantial, including $2 million in commercial general liability, $1 million in automobile liability, and workers' compensation coverage. The contract allows for potential purchases by other governmental agencies within Florida and includes comprehensive performance evaluation and dispute resolution mechanisms.
