About this file

This is a contract document between the City of Tallahassee and an unnamed contractor for relay testing services at electric generating stations. The contract is for a five-year term with one optional two-year extension, totaling up to seven years. The work will primarily be performed in February, March, April, October, November, and the first half of December, involving testing of various relay types across multiple sites within 25 miles of Tallahassee, Florida. The scope includes testing 40 specific relays from manufacturers like SEL, GE Multilin, ABB, and Westinghouse, with testing to be conducted under the guidance of a City of Tallahassee employee in high-voltage substations and power plants.

The contract is structured as a fixed-price agreement with the potential for economic price adjustments. The total estimated cost is not explicitly stated, but pricing is based on per-relay testing with additional provisions for mobilization, per diem, and technician costs. The contractor must provide NIST-calibrated testing equipment, employ full-time technicians with at least 5 years of relay testing experience, and submit comprehensive test reports. Insurance requirements include $2 million in commercial general liability, $1 million in automobile liability, and workers' compensation coverage. The contract allows for potential purchases by other governmental agencies within Florida and includes provisions for performance evaluation, dispute resolution, and potential contract extensions.
