About this opportunity
The Texas Department of Public Safety is requesting bids on HVAC air filter replacement services across 13 facilities in Region 6 (Waco, Austin, and San Antonio areas) under IFB 26R0018967, with bids due June 24, 2026 at 5:00 p.m. Central Time and questions due June 10, 2026.
The scope covers procuring, removing, and replacing air filters at 13 DPS facilities on a 60-day service schedule from September 1, 2026 through August 31, 2031 (five-year term), with DPS retaining the right to extend for an additional six months. Filters must meet Commercial Grade specifications with MERV 8 rating (492 FPM) and kraft board frames with horizontal and diagonal support; certain laboratory facilities may require MERV 13 and HEPA filters. Services are performed Monday through Friday, 6:30 a.m. to 5:00 p.m., unless otherwise approved. The contractor bears full responsibility for labor, equipment, materials, warehousing, and disposal. All personnel must pass DPS fingerprint-based criminal history background checks within ten calendar days of award; failure to clear all personnel within 30 calendar days results in contract cancellation and award to the next qualified bidder. The contractor must provide a detailed service schedule within 20 business days of award, maintain a one-year performance warranty, and comply with OSHA and International Mechanical Code standards.
Bidders must submit pricing on the Mandatory Pricing Schedule in exact format specified, covering all five contract years. The evaluation will be conducted under best value per Texas Government Code 2156.007, considering past performance metrics including Vendor Performance Tracking System scores and any negative performance history. Bidders must provide evidence of financial resources and ability to perform, including audited financial statements for the previous two years or alternative documentation demonstrating financial solvency. The anticipated contract award date is June 30, 2026. All bids are electronic through email to DPS_Solicit_Response@dps.texas.gov or via the DPS Online Bid Room; vendors registering via the Online Bid Room platform should allow up to two business days for credentials.
