About this file

This is an Addendum No. 1 to Solicitation 26R0018967 issued by the Texas Department of Public Safety Procurement and Contract Services for HVAC air filter replacement services across Region 6 facilities. The addendum serves to clarify vendor questions regarding filter specifications, quantities, and facility information. The contract encompasses 13 Department of Public Safety facilities located in the Austin, San Antonio, and Waco districts, including offices in Austin, San Marcos, Kerrville, New Braunfels, San Antonio (multiple locations), Seguin, Victoria, Lampasas, Temple, and Waco. The scope requires procuring, removing, and replacing air filters on a 60-day service schedule for a five-year term beginning September 1, 2026 through August 31, 2031, with a possible six-month extension. Specific filter requirements by facility are detailed in the addendum, including filter sizes, types (primarily 1-inch and 2-inch pleated filters), and MERV ratings. The contract obligates the contractor to conduct facility walkthroughs and equipment surveys after award, coordinate schedules with the DPS Contract Monitor, and notify DPS of any issues identified at sites. All personnel must pass DPS fingerprint-based criminal history background checks within ten calendar days of award.

The addendum clarifies that vendors must utilize the Mandatory Pricing Schedule provided with the solicitation and quote all 14 buildings rather than individual locations. Historical contract values and previous award amounts are not disclosed by DPS. No facility walkthroughs prior to bid submission are permitted; however, the awarded contractor is responsible for determining current filter inventory and equipment specifications. The contractor bears full responsibility for labor, equipment, materials, warehousing, and disposal. All bids must be acknowledged with the addendum receipt prior to the specified deadline, and vendors must submit offers electronically to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room. The solicitation maintains a best value evaluation methodology considering past performance metrics, financial capability documentation including audited financial statements, and vendor performance tracking system scores.
