About this opportunity

The City of Austin is requesting bids on refurbishing and repair of public trash and recycling receptacles under IFB 1500 SDS1002, with bids due September 24, 2026. No M/WBE subcontracting goals apply to this solicitation due to insufficient subcontracting opportunities and availability of certified firms; however, offerors using subcontractors must complete a subcontracting plan and comply with the City's M/WBE Procurement Program, including Good Faith Efforts documentation if selecting non-certified subcontractors.

The scope encompasses three categories: Category 1, refurbishing single-body and dual-body receptacles (estimated 50 units annually each, priced per unit); Category 2, minor repairs on both receptacle types (estimated 50 hours annually each); and Category 3, technical specification regarding powder-coat removal method and confirmation of at least three consecutive years of relevant experience. Offerors must provide pricing for all line items in Categories 1 and 2 to be considered responsive. All pricing must be all-inclusive with no separate charges for administrative fees, overhead, per diem, shipping, transportation, or travel. Offerors must provide all tools, labor, travel, and equipment necessary to perform work in the Austin, Texas area. A zero bid will be interpreted as no-charge; blank responses or "no bid" designations may result in disqualification.

Estimated quantities are for guidance only and do not guarantee purchase volumes; actual orders will be determined by the City on an as-needed basis. The City reserves the right to award a single contract to the lowest overall cost bidder or multiple awards based on individual line items, categories, or combinations deemed most advantageous.

A Small Business Preference Program and a Local Business Preference Program are both optional. Local business is defined as any entity with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties). All offerors must certify compliance with debarment, collusion, labor practices, boycott, firearm discrimination, and LGBTQ+ conversion therapy provisions under Texas and Austin City Code. Contract Manager: Jaime Moreno, 512-974-1476, jaime.moreno@austintexas.gov.
