About this opportunity
The City of Philadelphia is conducting a micro purchase solicitation for a Frigidaire 18 cubic foot refrigerator, with a posting date of April 29, 2026, and a due date of May 6, 2026. This procurement will be awarded as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and are prohibited from delivering products or providing services until receiving notification from the Procurement Department. The contract term is 365 days from the effective date specified in PHLContracts, commencing upon issuance of a purchase order by an authorized representative of the Procurement Department. All prices must be quoted net and exclusive of taxes, as the City is exempt from federal excise, transportation taxes, and Pennsylvania sales and use tax. Products must be delivered FOB Destination Point at the quoted prices, and terms and pricing must remain valid for 60 days from the submission date. Payment will be made electronically to the entity name shown on the purchase order only after delivery and City approval of products.
There are no set-aside designations or restrictions limiting which organizations can respond to this solicitation; however, the City encourages participation from Local Business Entities (LBEs) and LGBTQ-owned businesses through optional certification status inquiries. Submission of the LGBTQ Applicant Data Form is entirely voluntary and serves as a data collection mechanism to identify LGBTQ-owned businesses interested in doing business with the City, with no set-asides or pricing restrictions imposed. All vendors must submit an executed Consent and Authorization form on file in their vendor profile or attach one with their quote, as no quote will be considered without this document. Vendors must procure workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence combined single limit, and automobile liability insurance with a $300,000 per occurrence combined single limit. The total contract value cannot exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index for all Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000.
