About this opportunity
The Maryland state government is seeking a contractor to design and conduct a comprehensive impact and process evaluation of the statewide Reemployment Services and Eligibility Assessment (RESEA) program. This procurement opportunity, identified by contract number 68139982f270c356960ff82e, requires a qualified research team to provide an evidence-based assessment of the RESEA program's effectiveness. The primary objectives include demonstrating a causal relationship between program activities and participant outcomes, specifically focusing on reemployment rates and median earnings in the second full calendar quarter following a participant's initial unemployment claim. The evaluation must align with guidelines outlined in Unemployment Insurance Program Letter (UIPL) No. 01-20, which establishes specific evaluation and evidence requirements for state RESEA programs. Interested contractors must submit their comprehensive evaluation proposal by the due date of May 29, 2025, with the contract posting having been initiated on April 29, 2025.
While specific set-aside designations are not explicitly detailed in the provided documentation, the contract appears to be a research and evaluation service procurement that will likely require significant technical expertise in labor market analysis, program evaluation methodologies, and statistical research. The ideal contractor should possess advanced capabilities in designing rigorous impact evaluations, understanding unemployment insurance systems, and generating empirically sound assessments of workforce development interventions. Though no specific budget range is mentioned, the complexity of the required evaluation suggests a substantial contract value commensurate with the statewide scope and detailed analytical requirements. Potential respondents should be prepared to demonstrate extensive experience in conducting complex program evaluations, particularly within government and workforce development contexts, with strong capabilities in data analysis, research design, and generating actionable insights from large-scale employment program assessments.
Opportunity text
The purpose of this solicitation is to procure a Contractor to design and evaluate the implementation of an impact and process evaluation of Maryland's Reemployment Services and Eligibility Assessment (RESEA) program statewide. State RESEA programs are required to provide evidence-based services, and the evaluation conducted under this contract will provide evidence of that impact. Specifically, the evaluation will be designed to provide evidence of a causal relationship between program activities and outcomes, consistent with evaluation measures defined in Unemployment Insurance Program Letter (UIPL) No. 01-20 which provides states with guidance and expectations regarding the Implementation of the RESEA evaluation and evidence requirements. The evaluation measures of the program include higher reemployment rates and median earnings in the second full calendar quarter following the start of a participant's unemployment first day of claim.
