About this file
This document is a Vendor Questions file for the Maryland Reemployment Services and Eligibility Assessment (RESEA) Request for Proposal (RFP), issued by the Maryland Department of Labor with the contract number LABOR-FY2025-023. The RFP seeks a contractor to design and conduct a comprehensive impact and process evaluation of the statewide RESEA program, with a contract duration of a 3-year base period and two 1-year option periods. The contract will commence after approval by the Board of Public Works and signing by Maryland Labor's internal parties. The evaluation aims to establish a causal relationship between program activities and participant outcomes, focusing on reemployment rates and median earnings in the second full calendar quarter following an initial unemployment claim.
The vendor questions reveal key details about the program's current implementation, including that claimant selection is currently done through an internal profiling system in the Unemployment Insurance and Maryland Workforce Exchange that identifies UI claimants most likely to exhaust benefits. Previous program evaluations were conducted through an interagency agreement with the University of Baltimore but were never formally advertised or competitively selected. The financial proposal requires quarterly and monthly reporting, with the total budget covering all five potential contract years. There are no specific offeror minimum qualifications for this procurement, and bidders are expected to submit a technical proposal with tabbed sections on blank pages. The RFP indicates no supplemental document exists, and the evaluation must align with Unemployment Insurance Program Letter (UIPL) No. 01-20 guidelines.

Vendor Questions
Maryland Reemployment Services and Eligibility Assessment (RESEA) RFP
LABOR-FY2025-023
eMMA BPM # BPM050983
1. Has there been a previous evaluation of the RESEA program?
Response:
Yes , the Maryland RESEA program has had an evaluator before. However, it was never advertised, and a vendor was never chosen. The evaluations were done through an interagency agreement with University of Baltimore.
2. Do you select claimants internally within the Department of Labor in Maryland? Or do you work with an outside software contractor to help you select claimants for RESEA?
Presently in Maryland, the selection of participants for the Reemployment Services and
Eligibility Assessment (RESEA) program is based on a profiling system that identifies unemployment insurance (UI) claimants most likely to exhaust their benefits. This profiling is conducted weekly using data from the first payment list of UI claims. Claimants identified as being at high risk of exhausting their benefits are assigned to the RESEA program, while others are directed to the Reemployment Opportunity Workshop (ROW) program. We have a system in
Unemployment Insurance and the Maryland Workforce Exchange that identifies the claimants selected. This Profiling methodology needs to be updated.
3. Task 1 for Deliverable 1 (page 12) is to “Provide an Evaluation Design Report (EDR) as specified in Section 2.3.1 – 2.3.3 and Section 2.2.6.E.” Section 2.2.6.E does not exist in the
RFP. Where is this section located?
Sections have been revised. Please see the Section 2.
4. The contract duration is a 3-year Base period with two 1-year option periods. What date should we anticipate as the contract start date? What is the end date?
The contract will begin after it has been approved by the Board of Public Works and has been signed by MD Labor’s internal parties.
5. The following questions pertain to Attachment B - Financial Proposal
a. Does “BY3” cover the period of all three years in 3-Year Base period? And therefore, cell D13 would the total amount budgeted for years 1-3 combined?
That is correct. Cell D13 is for the three-year base years.
b. The formula for cell D14 is =SUM(D4:D10) which covers only some deliverables. Is it correct that it should include all deliverables (=SUM(D4:D12)?
Response:
Yes, that is correct. I have corrected it to include all the cells.
c. Why is “12” the number in cell C9? Should it be 36 monthly progress reports in 3 years?
These are for monthly reports so it will state. There are 12 months per year.
d. For deliverable 3.1 (monthly progress reports for the impact study), there is not a quantity listed for BY3, 1 for OY1 and 1 for OY2. Should we plan for monthly reports every month for each of the 5 years?
This has been corrected.
e. Why does cell C4 have a quantity number of “78”?
This was adjusted to match the reports which are expected to be submitted quarterly.
f. Why does cell D4 have the number “78” in it?
Cells have been adjusted to reflect the number of reports/plans that will be submitted.
g. Why are deliverables 3.1 and 4.1 highlighted?
I am not certain why those were highlighted but I will leave it as is.
6. Page 31 of the RFP states that “Each section of the Technical Proposal shall be separated by a “TAB.” Should the tab be a new page or a PDF bookmark?
The tabs should be listed on blank pages. So, between every section, there will be a blank page that states, “Tab A,” “Tab B.”
7. Page 7 of the RFP states, “There are no Offeror Minimum Qualifications for this procurement.” Please confirm that this means that Tab E should not be submitted.
There are no minimum qualifications for this procurement. Tab E should be submitted with those words listed.
8. Page 34 of the RFP requests “other information as requested for Tab F in the Supplemental.”
Is there a supplemental document for this RFP? If so, where is it located?
No
