About this file
This document is Exhibit 1, a Maryland state government research factors template for the Reemployment Services and Eligibility Assessment (RESEA) Program, solicitation number BPM050983. The document outlines the state's expectations for Minority Business Enterprise (MBE), Veteran-owned Small Business Enterprise (VSBE), and Small Business Reserve (SBR) participation in the procurement contract. The solicitation seeks a contractor to design and conduct a comprehensive impact and process evaluation of the statewide RESEA program, with proposals due by May 29, 2025, following the contract posting on April 29, 2025.
The exhibit provides detailed research on potential business participation, including NAICS codes and keywords for MBEs, with 1 business in Business Research and Development Services and 144 in Marketing Research and Public Opinion Polling. For VSBEs, the document identifies category codes related to feasibility studies and project monitoring, with 8 and 19 businesses respectively. Small businesses are encouraged to submit bids as Prime Contractors, with 95 SBRs identified in project administration and 42 in feasibility studies. The research is not exhaustive and does not preclude additional subcontracting opportunities that bidders may identify. The evaluation aims to demonstrate a causal relationship between RESEA program activities and participant outcomes, specifically focusing on reemployment rates and median earnings.
