About this file
Attachment L. Reference Checks is a procurement document from the Maryland state government for the Reemployment Services and Eligibility Assessment (RESEA) Program, designed to collect reference information from bidders seeking to conduct a comprehensive impact and process evaluation of the statewide RESEA program. The document provides a structured template for bidders to submit up to three professional references, requiring detailed information about previous contracts, including company names, contact details, project titles, contract values, dates of performance, and a comprehensive description of goods or services comparable to the solicitation requirements. References are crucial for the Procurement Officer to determine the bidder's responsibility, with the potential to reject proposals if references are deemed insufficient.
The reference check form emphasizes that references must be from customers for whom the bidder has provided services within a specified timeframe, and points of contact must be accessible and knowledgeable about the bidder's performance. The document allows for additional references beyond the three initial slots and stipulates that all references must be reachable via email or telephone. While no specific pricing details are provided in this attachment, the document is part of a larger procurement process for a research contract aimed at evaluating the effectiveness of Maryland's RESEA program, with a focus on demonstrating causal relationships between program activities and participant outcomes such as reemployment rates and median earnings.
