About this opportunity

The City of New Haven's Economic Development Administration has issued a Request for Proposals (RFP) seeking comprehensive redevelopment proposals for the former Quinnipiac Real World Math STEM School site, located at 460 Lexington Avenue, 805 Quinnipiac Avenue, and 3-5 Runo Terrace in the Fair Haven Heights neighborhood. The 2.5-acre, 29,771 square foot property, which closed in 2021, requires adaptive reuse or redevelopment that aligns with the city's legislative priorities of job creation, public safety enhancement, affordable housing development, and advancing health equity and environmental justice. Respondents must submit detailed proposals including qualifications, conceptual plans, financing strategies, and a unified vision with one lead developer capable of securing public approvals and executing the project. The RFP will be posted on the City's procurement web portal, with proposals due by January 20, 2026. Evaluation criteria will focus on the respondent's ability to present a transformative vision that integrates with existing land uses, demonstrates market viability, and shows exceptional design and community engagement potential.

The RFP does not explicitly specify set-aside designations for disadvantaged enterprises, but emphasizes the importance of creating opportunities for New Haven residents. The city will consider both long-term lease and sale options, with the property currently assessed at $5,023,200 and an independent appraisal valuing it at $7,176,000. The site is zoned RM1 and was originally built in 1965, with a Phase I Environmental Site Assessment available for review. Potential respondents should note the property's strategic location approximately 3 miles from downtown New Haven, within walking distance of major employment centers, Yale University, public transportation, and the Grand Avenue Latino-owned business district. While no specific budget range is provided, the city is seeking a comprehensive proposal that can transform the site into a vibrant, community-serving asset with multiple potential uses that reflect the broader urban revitalization goals of the Fair Haven Heights neighborhood.

Opportunity text

The City of New Haven's (the "City") Economic Development Administration has issued this Request for Proposals ("RFP") to seek project proposals, including qualifications and conceptual plans, for the adaptive reuse or redevelopment of the former Quinnipiac Real World Math STEM School site, comprising 460 Lexington Avenue (AKA 805 Quinnipiac Avenue) and 3-5 Runo Terrace, in the Fair Haven Heights neighborhood of New Haven (the "Site").

The City is seeking to select a respondent who presents a vision, strategy and detailed proposal that will transform the Site into a vibrant, community-serving asset that integrates with other land uses in the area and reflects one or more of the City's legislative priorities aimed to create good jobs for New Haven residents, enhance public safety, create quality affordable housing and advance health equity and environmental justice for all. The City of New Haven will select a respondent that is qualified to both plan and execute, not least related to exceptional design and a financing strategy recognizing that community and stakeholder involvement is critical to the project delivery process. The selected respondent will be expected to secure public approvals, demonstrate market viability and complement the ongoing renaissance of the City and the Fair Haven Heights neighborhood. Given the size of the Site and the potential for multiple uses, the City of New Haven will entertain long-term lease and sale options as well as responses with a mix of uses, provided the respondent presents a unified vision, plan and clarity of organization with one lead developer.
