About this file

This is a prospectus document issued by the City of New Haven, Connecticut, for the redevelopment of the former Quinnipiac Real World STEM School site located at 805 Quinnipiac Avenue/460 Lexington Avenue and 3-5 Runo Terrace. The City seeks proposals from qualified respondents for adaptive reuse or redevelopment of the 2.5-acre, 29,771 square foot property that closed in 2021. The site is strategically located in the Fair Haven Heights neighborhood, approximately 3 miles from downtown New Haven, within walking distance of major employment centers, Yale University, public transportation (CT Transit Route 212), and Grand Avenue's Latino-owned business district. The official Request for Proposals will be posted on the City's procurement web portal at https://www.newhavenct.gov/government/departments-divisions/purchasing-division/general-information/procurement-web-portal. Respondents should submit comprehensive proposals that include qualifications, conceptual plans, financing strategies, and unified visions integrating the site into the surrounding community while demonstrating market viability and exceptional design.

The City has assessed the property at $5,023,200 with an independent appraisal of $7,176,000. The site is zoned RM1 and was built in 1965. The City will consider long-term lease and sale options as well as mixed-use proposals, provided respondents present a unified vision with one lead developer capable of securing public approvals and executing the project. Proposed reuse must reflect the City's legislative priorities, including job creation for New Haven residents, public safety enhancement, health equity and environmental justice advancement, and quality affordable housing development. The selected respondent must demonstrate qualifications in both planning and execution while incorporating meaningful community and stakeholder involvement throughout the project delivery process.
