About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, issued Request for Bid (RFB) 758 2300000359 for the procurement of 350 red cedar logs to support construction of a new front wall at Old Fort Harrod State Park in Harrodsburg, Kentucky. The logs must measure 6 inches by 8 inches in diameter, be 12 to 14 feet in length, and be debarked and straight. This is an indefinite quantity award contract established for use by the Kentucky Department of Parks, with pricing quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise taxes and Kentucky sales or use taxes. The solicitation was originally released on December 16, 2022, with written vendor questions due by December 27, 2022 at 10:00 AM ET; the bid closing date was extended via Addendum No. 1 from January 6, 2023 to January 11, 2023 at 1:30 PM ET. Vendors must submit all line items as a single bid, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. Award will be made using a best value ranking approach with price weighted at 90 points and delivery time weighted at 10 points, for a total of 100 possible points; delivery time must be stated in specific working days, and vendors failing to meet contracted delivery dates will incur a one percent penalty per day deducted from invoices. No site visits, bidders' conferences, or specific award dates are mentioned in the solicitation. All bids must be submitted electronically through the Kentucky eProcurement system; paper bids are not acceptable, and vendors must be registered in the Vendor Self Service System at least 24 to 48 hours prior to submission.
Kentucky resident bidders receive reciprocal preference, while Kentucky Correctional Industries receives a preference equal to 20 percent of maximum points and qualified nonprofits serving individuals with severe disabilities receive a preference equal to 15 percent of maximum points. Vendors claiming resident or qualified bidder status must provide supporting documentation upon agency request or face disqualification or contract termination. All bidders must complete required registrations and documentation prior to contract award, including the Kentucky Tax Registration Application Form 10A100, Certificate of Authority for foreign entities, required affidavits (including an Annual Affidavit establishing compliance with Kentucky campaign finance laws, sales and use tax registration requirements, state tax payment obligations, and boycott prohibitions), and EEO forms if applicable. Payments will be made within 30 working days of receipt of goods or invoices in accordance with Kentucky statutes. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding; however, no specific budget range or contract value is disclosed in the solicitation documents. Delivery is to be made to Old Fort Harrod State Park at 100 South College Street, Harrodsburg, Kentucky 40330-0156, with billing directed to the Parks Purchasing Division at 500 Mero Street, 5th Floor, Frankfort, Kentucky 40601.
