About this opportunity

The Pinellas County School District is soliciting sealed electronic bids for Recycling & Disposal Services for End-of-Life Electronic Equipment through Invitation to Bid #25-JG-045. The procurement seeks a contractor to provide comprehensive recycling and disposal services for various electronic devices, including desktop computers, laptops, tablets, monitors, keyboards, servers, printers, and miscellaneous electronics. Bidders must be R2 and/or e-Stewards certified recyclers and provide documented data destruction procedures conforming to government standards. The contract will commence on June 10, 2025, and end on June 9, 2026, with options for two additional one-year renewals. Electronic bids are due by 3:00 pm on April 29, 2025, through the District's OpenGov Procurement portal, with bid evaluation occurring between April 29, 2025, and May 19, 2025. The procurement is structured as an "ALL or NONE" contract, with award going to the responsive and responsible bidder offering the highest potential revenue to the district. Pricing will be based on a detailed 26-line item table covering both "good" and "scrap" categories for various electronic devices, priced on a per-each or per-pound basis.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to submit various documentation, including EPA registration, end market agreements, customer references, proof of experience, and compliance with E-Verify employment eligibility requirements. While no incumbent vendor is identified, the district reserves the right to extend contract terms to other governmental agencies under specific conditions. The bid covers electronic equipment ranging from 3 to 40 years old, with a single pickup location in Largo at the district's warehouse. The district will provide labor for palletizing, stretch wrapping, and loading equipment onto trailers. Contractors must maintain a comprehensive audit trail, including certificates of data destruction and recycling. Although no specific budget range is provided, the district estimates an annual quantity of "1 or more" for each equipment classification, suggesting potential flexibility in contract value and scope.
