About this opportunity
Pinellas County Schools is seeking a contractor for Recycling & Disposal Services for end-of-life electronic equipment through Invitation to Bid #25-JG-045. The procurement aims to select a vendor capable of comprehensively managing electronic waste, including pick-up, dismantling, processing, recycling, and proper disposal of district-owned electronic equipment. Contractors must provide Gaylord containers and respond within 72 hours of notification for container pick-up, handling a wide range of electronic items such as desktop computers, laptops, tablets, monitors, printers, servers, and miscellaneous electronics. Key qualifications include R2 and/or e-Stewards certification, EPA registration, and compliance with NIST 800-88 Revision 1 data destruction standards. The bid is structured as an "ALL or NONE" award, with the contract being awarded to the responsive and responsible bidder offering the highest potential revenue to the district. Bids are due by 3:00 pm on April 29, 2025, through the district's OpenGov Procurement portal, with the initial contract period running from June 10, 2025, to June 9, 2026, and options for two additional one-year renewals.
The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must comply with E-Verify requirements and maintain appropriate licenses and permits. The bid requires detailed documentation, including data destruction procedures, end market agreements, and customer references. While no incumbent vendor is specified, the district indicates electronic assets ranging from 3 to 40 years old, with no precise quantity list provided. The pricing structure is unit-based, with bidders required to provide per-unit and per-pound rates for different electronic equipment conditions (both "good" and "scrap"). Contractors must also provide comprehensive documentation, including certificates of data destruction and recycling, and be prepared to handle mixed conditions of equipment. The district will prepare pallets and provide labor for loading, accepting various truck sizes capable of handling up to 10 pallets. Although a specific budget range is not explicitly stated, the bid emphasizes maximizing revenue potential for the district through the electronic waste recycling process.
