The Kansas Department of Administration, Procurement and Contracts, on behalf of Larned State Hospital, is requesting proposals for professional recruitment services to identify, screen, and place Licensed Psychologists into full-time positions, with proposals due September 23, 2026 at 2:00 p.m. CDT. Bidders may claim Disabled Veteran Owned Business or Certified Business Bidder Preference categories with appropriate supporting documentation. The scope requires vendors to develop recruitment strategies, actively source candidates nationwide, conduct candidate screening and verification, and provide ongoing recruitment process support. Contractor qualifications must demonstrate experience recruiting Licensed Psychologists and behavioral health professionals with national recruitment capability, established candidate databases, and demonstrated placement success. Minimum candidate qualifications include a doctoral degree (Ph.D. or Psy.D.) in relevant psychology disciplines, Kansas licensure eligibility, and experience with serious mental illness or forensic populations. The contract term runs from award through December 31, 2031 (five years). Vendors may propose pricing using one or more structures, including flat fees per successful placement, fixed fees by position type, or tiered payment schedules (one-third upon contract execution, one-third upon candidate presentation, one-third upon hire). Vendors may also bill separately for recruitment consulting, candidate sourcing costs, and advertising and marketing expenses. Prices must remain firm for the entire contract period, though bidders may propose incremental increases not to exceed 5% annually for years two through five. Larned State Hospital will cover candidate campus visit expenses for lodging and transportation but not meal allowances. Performance will be evaluated based on time-to-fill positions, number of qualified applicants, interview rates, offer acceptance rates, and retention metrics at six and twelve months.
