About this file

This document is Amendment One to Request for Proposal EVT0010898 issued by the Kansas Department of Administration, Office of Procurement and Contracts, on behalf of Larned State Hospital, containing responses to 92 bidder questions regarding recruitment services for Licensed Psychologists. The procurement seeks proposals for permanent placement of Licensed Psychologists into full-time and part-time positions, with responses due by September 23, 2026. Larned State Hospital currently has six vacant positions across three categories: one administrative role, one forensic evaluation role, and four unit psychologist positions, with potential for up to nine additional unit psychologist roles. The contract term extends five years from award through December 31, 2031. Multiple contractors will be awarded, and the state will conduct candidate interviews and hiring decisions involving the Superintendent, Clinical Program Directors, and other Clinical Administrative staff. This is a new contract with no incumbent vendor.

Placement fees are earned and payable when candidates arrive at the facility to begin orientation on the agreed-upon start date, with payment contingent upon candidate acceptance and actual employment commencement. Salary ranges are Licensed Psychologist ($80,000–$95,000), Senior Psychologist ($95,000–$125,000), and Supervisory Psychologist ($125,000–$155,000). Vendors must propose separate pricing by position level if rates vary and may submit alternative fee structures, including placement-fee-only models, with no requirement for replacement guarantees or retention periods. Recruitment consulting, sourcing, and advertising costs must be included within the placement fee rather than itemized separately. No price adjustments are permitted during the contract term, and vendors must demonstrate prior recruitment or placement experience specifically with Licensed Psychologists. The state will complete background checks, reference verification, and drug screening following interviews, with typical onboarding requiring 30–45 days. Larned State Hospital offers a $1,000 sign-on bonus after six months, continuing education opportunities, and federal loan forgiveness program eligibility. Budgetary information cannot be disclosed prior to award, and costs may be negotiated.
