UPS Installation
The State of Kansas Department of Administration, Procurement and Contracts is issuing an Invitation for Bid (IFB) for Uninterruptible Power Supply (UPS) installation services at the Larned Correctional Facility located at 1318 KS Highway 264, Larned, KS 67550. The procurement seeks a qualified contractor to remove the existing UPS system and install a new UPS unit in its current location, repair or replace equipment as necessary to ensure an operational complete UPS unit, and perform daily cleaning of the installation area. The project delivery due date is February 1, 2026, with the bid closing on February 3, 2026, at 2:00 PM CST (originally January 27, 2026, but extended via Amendment 1). A mandatory pre-bid conference is scheduled for January 13, 2026, at 10:00 AM at the facility, with in-person attendance required; failure to attend will result in bid rejection. Written questions regarding bid clarification must be submitted by January 20, 2026, to Procurement Officer Ashley N. Evans at 785-296-8107 or ashley.n.evans@ks.gov. Qualified bidders must demonstrate a robust safety program, provide current workers' compensation insurance documentation, and submit a valid Kansas Tax Clearance Certificate at the time of bidding; no subcontracting is permitted, and all work must be performed by the qualified bidder. The State will supply the UPS and breakers, with the customer responsible for discarding batteries and the old UPS unit. Bidders must submit detailed cost estimates itemizing labor, materials, equipment, and safety provisions, with the project designated as tax-exempt. No specific set-aside designations or disadvantaged enterprise restrictions are noted in the procurement documents; however, bidders may claim eligibility for Kansas Bidder Preference Programs, including Disabled Veteran Owned Business or Certified Business categories, with appropriate supporting documentation. All bidders are required to complete and submit mandatory certifications including a Signature Sheet, Immigration Reform and Control Certification, Sexual Harassment Policy acknowledgment, Boycott of Israel certification, Certification regarding covered telecommunications equipment, and a Tax Clearance Certificate from the Kansas Department of Revenue; failure to provide the Tax Clearance Certificate within ten calendar days of notification may result in award to the next lowest responsive bidder. Bids must be submitted in US Dollars only and cannot be submitted in XML format; submission may be made electronically to Procurement@ks.gov or hand-delivered to the Department of Administration, Procurement and Contracts office at 900 SW Jackson, Suite 451, South Topeka, KS 66612-1286. Public bid readings will occur via teleconference on the closing date at 2:30 PM CST. No specific bid guarantee is required, and no pricing information or award value range is specified in the available bidding documents. The State reserves the right to accept or reject any or all bids, waive informalities or technicalities, and clarify ambiguities in the procurement process.

Recruitment Services - Licensed Psychologist
The Kansas Department of Administration, Procurement and Contracts, on behalf of Larned State Hospital, is requesting proposals for professional recruitment services to identify, screen, and place Licensed Psychologists into full-time positions, with proposals due September 23, 2026 at 2:00 p.m. CDT. Bidders may claim Disabled Veteran Owned Business or Certified Business Bidder Preference categories with appropriate supporting documentation. The scope requires vendors to develop recruitment strategies, actively source candidates nationwide, conduct candidate screening and verification, and provide ongoing recruitment process support. Contractor qualifications must demonstrate experience recruiting Licensed Psychologists and behavioral health professionals with national recruitment capability, established candidate databases, and demonstrated placement success. Minimum candidate qualifications include a doctoral degree (Ph.D. or Psy.D.) in relevant psychology disciplines, Kansas licensure eligibility, and experience with serious mental illness or forensic populations. The contract term runs from award through December 31, 2031 (five years). Vendors may propose pricing using one or more structures, including flat fees per successful placement, fixed fees by position type, or tiered payment schedules (one-third upon contract execution, one-third upon candidate presentation, one-third upon hire). Vendors may also bill separately for recruitment consulting, candidate sourcing costs, and advertising and marketing expenses. Prices must remain firm for the entire contract period, though bidders may propose incremental increases not to exceed 5% annually for years two through five. Larned State Hospital will cover candidate campus visit expenses for lodging and transportation but not meal allowances. Performance will be evaluated based on time-to-fill positions, number of qualified applicants, interview rates, offer acceptance rates, and retention metrics at six and twelve months. Written questions are due by August 25, 2026 by close of business. Bidders must request official invitation from Procurement Officer Nicole D Mears (nicole.mears@ks.gov; 785/296-6924) at least 24 hours prior to the closing deadline. Technical and cost proposals must be submitted separately in sealed containers via email to procurement@ks.gov or by courier. Bidders must submit a current Tax Clearance Certificate from the Kansas Department of Revenue and complete mandatory state certification forms.
