About this opportunity
Summit County, Utah is soliciting proposals for comprehensive recreational trail planning and services through a Request for Proposal (RFP) released on September 3, 2025. The county seeks a qualified contractor to collaborate with staff, land trusts, and stakeholders on trail-related tasks across multiple county properties, including 910 Ranch, Ure Ranch Recreation Area, Gustav A & Margaret G Weller Park Preserve, and Quarry Mountain Open Space. Required services encompass recreational trail land use planning, trail implementation (design, layout, and construction), annual maintenance including winter grooming, and on-call trail services. Mandatory site visits are scheduled for September 9, 2025, with proposals due September 18, 2025, at 5:00 PM MST. The county will evaluate proposals based on four key criteria: qualifications and past experience (40%), contractor location (10%), access to staff and experts (20%), and fee schedule (30%). Contractors must demonstrate a minimum of ten years of combined staff experience across disciplines including landscape architecture, civil engineering, environmental science, project management, GIS mapping, public engagement, regulatory knowledge, construction management, maintenance planning, and grant writing. The proposed contract term will not exceed sixty months, with work expected to commence within ten business days of award.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors may submit proposals for all or selected tasks but are prohibited from proposing for only a single specific county property. Subcontracting is permissible with county approval. While specific budget ranges are not detailed in the provided documentation, the comprehensive nature of the services suggests a significant investment in trail planning and maintenance. Deliverables will include detailed trail plans, GIS data, technical documentation, final plans, and maintenance schedules. The procurement appears to be an open competitive solicitation seeking the most qualified and experienced contractor to support Summit County's recreational trail infrastructure development and maintenance needs. Contractors should be prepared to provide comprehensive documentation of their capabilities, technical expertise, and approach to managing complex trail planning and maintenance projects across diverse county properties.
