About this opportunity
The Michigan Department of Corrections is issuing a Notice of Intent to Negotiate for Recovery Coach train-the-trainer certification services under ITN 260000000030, with responses from alternative vendors due July 16, 2026 — a sole-source procurement that permits challenge.
MDOC intends to contract with Connecticut Community for Addiction Recovery (CCAR), located in Hartford, Connecticut, as the single provider. MDOC has declared that no viable alternative exists, but potential alternative vendors may submit written documentation by July 16 demonstrating equivalent capability. The contractor must itself be RCP (Recovery Coach Professional) and RCPF (Recovery Coach Professional Facilitator) certified and must serve as the sole issuer of both certifications; subcontracting of training delivery is prohibited.
The scope is train-the-trainer certification training to prepare up to 45 MDOC staff members to subsequently train incarcerated individuals. Training will be delivered virtually in three cohorts of 15 members each, with all services completed by September 15, 2026. The contractor must provide printed, pre-approved training materials based on CCAR standards; no digital platforms are permitted for prisoner access during delivery. MDOC has already reviewed and approved the CCAR curriculum and will not accept functionally equivalent training models, foundational pre-training modules outside the CCAR pathway, or post-award curriculum conversion. The compressed timeline precludes content-approval periods after award.
The contract vehicle is a Purchase Order. Written questions concerning the negotiation were due July 9, 2026 at 3:00 PM Eastern; bidder Q&A responses are posted at www.michigan.gov/SIGMAVSS. No contract value, incumbent information, set-asides, or preference programs are specified. The primary contact is Kathy Logan, Solicitation Manager, at 517-241-6291 or logank1@michigan.gov.
