Bidder Question
Answer (to be completed by the State)
1
Section 2
1
Please clarify the specific certification, designation, or credential MDOC requires staff to obtain through this procurement.
Certification must be through Connecticut Community for Addiction Recovery (CCAR) as a Recovery Coach Professional (RCP) and then as a Recovery Coach Professional Facilitator (RCPF) so MDOC certified trainers can train our inmates to become RCPs.
2
Section 2
1
Is MDOC requiring the awarded contractor itself to issue the RCP and RCFP designations, or may a prime contractor partner with authorized facilitators, credentialed trainers, or approved subcontractors to deliver the required designation pathway?
Yes, the contractor must issue the certificates themselves to MDOC’s certified trainers.
3
Section 2
1
Will MDOC consider a Michigan-based prime contractor that includes qualified subcontractors or partners with CCAR-authorized facilitators, RCP/RCPF-designated professionals, or Michigan peer recovery certification expertise?
The contractor must be authorized and able to train individuals to become RCP and RCPF’s. They may not subcontract this work to others. MDOC is hereby adding a requirement to Section 2 that subcontractors are not allowed to provide the training and the prime vendor must be the issuer of the RCP and RCPF certifications.
4
Section 2
1
Is MDOC seeking only the CCAR-branded training model, or will MDOC consider functionally equivalent recovery coach train-the-trainer services that meet the same training, ethics, facilitator, and learner outcome requirements?
MDOC is seeking only CCAR-branded RCP and RCPF training.
5
Section 2
1
Does MDOC require the contractor to provide foundational pre-training for MDOC staff with limited Substance Use Disorder peer recovery support experience?
No.
6
Section 2
1
Should the training include introductory modules on Substance Use Disorder terminology, recovery pathways, peer support principles, boundaries, ethics, trauma-informed engagement, and the role of a Recovery Coach?
The only training modules that should be included are those necessary by CCAR for select MDOC staff to become a certified RCP and a RCPF.
7
Section 2
1
Please clarify the expected number of MDOC staff members to be trained as certified trainers.
The MDOC anticipates up to 45 Individuals to be trained as certified trainers.
8
Section 2
1
Please clarify the expected number of incarcerated individuals MDOC intends to train under this procurement.
MDOC does not have a number in mind currently. We anticipate starting slowly and increasing numbers in future years.
9
Section 2
1
Please clarify the anticipated number of training cohorts, cohort sizes, and expected training schedule.
It is expected that we will have three training cohorts, 15 members in each cohort, and for training to take place virtually for 5 days, as mandated by CCAR. All training must be completed by September 15, 2026.
10
Section 2
1
Please identify the MDOC facilities expected to participate in the initial implementation.
This is not needed for a response to the ITN. The training will be held virtually.
11
Section 2
1
Will the training be delivered in person, virtually, hybrid, or through another MDOC-approved format?
Training will be done virtually.
12
Section 2
1
Should prisoner-facing training materials be printed, digital, or available in both formats?
Materials for prisoners must be printed.
13
Section 2
1
Are there MDOC content approval requirements for all prisoner-facing materials before training begins?
Yes. All materials must be pre-approved by the MDOC.
14
Section 2
1
Are there restrictions on external links, videos, mobile devices, tablets, web portals, or digital learning platforms used in prisoner-facing training?
Yes, prisoners are unable to access digital platforms for this program.
15
Section 2
1
Will MDOC consider a controlled digital learning platform to support attendance tracking, completion tracking, reinforcement lessons, staff readiness modules, reporting, and learner progress documentation?
Not at this time.
16
Section 2
1
Does MDOC require the contractor to provide all curriculum content, or may the contractor use approved partner curriculum and supplemental digital learning supports?
MDOC requires the contractor to provide all curriculum necessary to become RCPs and RCPFs through CCAR.
17
Section 2
1
After MDOC staff are trained, will they be expected to independently train prisoners without ongoing contractor support, or will the contractor continue to provide support, materials, reporting, and quality assurance?
MDOC’s certified trainers will independently train prisoners; there is no expectation of ongoing contractor support.
18
Section 2
1
Does MDOC require the training provider to align with Michigan Department of Health and Human Services, MCBAP, CPRM, CPRC, or other Michigan peer recovery standards?
The training must align to CCAR training standards.
19
Section 4
1
Will the awarded provider be allowed to use subcontractors or partners under the purchase order?
No. See response to question 3.
20
Section 5
1
What specific capability, credential, authorization, curriculum, designation pathway, or proprietary material caused MDOC to identify Connecticut Community for Addiction Recovery as the intended source?
MDOC researched different curriculums and determined that we would have the ability to train our offenders in the CCAR curriculum. MCBAP identifies that prisoners would need to have 500 hours providing services to individuals with an SUD plus a need for supervision and MDHHS mandates that the individual who is being trained be currently employed which is not attainable at this time since these individuals are prisoners.
21
Section 7
1
Please clarify what documents a potential alternative provider must submit by 7/14/2026 to be considered a viable alternative, including whether MDOC expects a capability statement, partner credentials, letters of intent, pricing, timeline, work plan, or full technical proposal.
Potential bidders must submit a response in writing and describe the product or service you are offering. Your response should include how you as the prime vendor can provide the CCAR train-the-trainer program directly and issue the RCP and RCFP certifications, including your timeline for the MDOC to review.
22
Section 7
1
Should responses be submitted by email directly to the Solicitation Manager, through SIGMA VSS, or both?
Responses must be submitted to the Solicitation Manager noted on the ITN and cc MDOC-Procurement@michigan.gov.
Will MDOC allow a 45–60 day curriculum conversion and content approval period after award so approved recovery coach materials can be tailored into a controlled digital learning format with quizzes, tracking, reporting, and prisoner-facing reinforcement materials?
No, MDOC will not allow a 45-60 day curriculum conversion and content approval period.
MDOC is hereby expanding Section 2 to include that all services must be completed by September 15, 2026.
What is MDOC’s expected review and approval timeline for prisoner-facing training materials, digital learning content, quizzes, videos, handouts, and platform-based learning supports?
The only training modules that should be included are those necessary by CCAR to become an RCP and a RCPF.
MDOC has already reviewed and approved the CCAR curriculum. Prisoners are only allowed to have printed materials at this time for this program.
Is the vendor bidding required to be RCP or RCFP certified in order to provide Recovery Coach train-the-trainer training to the MDOC employees?
Yes. MDOC is hereby expanding Section 2 to include that the prime vendor must be RCP and RCFP certified.
