About this file
This is a Notice of Intent to Negotiate issued by the Michigan Department of Corrections (MDOC) on July 7, 2026, for a single-source procurement of Recovery Coach train-the-trainer services. The MDOC seeks to contract with a provider to deliver train-the-trainer certification training to select MDOC staff, enabling them to subsequently train MDOC prisoners to become Recovery Coaches. The training must result in participants obtaining Recovery Coach Professional (RCP) and Recovery Coach Professional Facilitators (RCFP) certifications. The contractor must provide printed copies of Connecticut Community for Addiction Recovery (CCAR) training materials and must itself be RCP and RCFP certified. Subcontractors are prohibited from delivering the training. All services must be completed by September 15, 2026. Written questions regarding the solicitation were due by July 9, 2026, at 3:00 PM Eastern, and responses from potential alternative bidders were due by July 16, 2026. The procurement is categorized under commodity codes 9S201 and 71510.
The intended sole source is Connecticut Community for Addiction Recovery (CCAR), located in Hartford, Connecticut. The State of Michigan will award a Purchase Order to the selected provider. No pricing information, set-asides, incumbent contractor data, or funding amounts are specified in the document. The solicitation seeks to identify viable alternatives to the single-source selection through the response deadline, with answers to bidder questions posted on www.michigan.gov/SIGMAVSS. The primary contact for the solicitation is Kathy Logan, Solicitation Manager, at 517-241-6291 or logank1@michigan.gov.
