About this file

This is a Notice of Intent to Negotiate and Contract with a Single Provider issued by the Michigan Department of Corrections (MDOC) for Recovery Coach train-the-trainer certification services. The MDOC seeks to train select staff members to become Recovery Coach Professional (RCP) and Recovery Coach Professional Facilitators (RCFP) certified trainers, who will subsequently train MDOC prisoners to become Recovery Coaches. The intended provider is Connecticut Community for Addiction Recovery located in Hartford, Connecticut. The contractor will deliver train-the-trainer training to MDOC employees lacking prior experience or formal education in Substance Use Disorder peer recovery support services, along with providing training materials for use with prisoners. A Purchase Order will be awarded as the contract vehicle. The solicitation deadline for responses from alternative vendors is July 14, 2026, and written questions concerning the negotiation must be submitted by July 9, 2026 at 3:00 PM Eastern through the specified email contacts.

The solicitation is posted under commodity codes 9S201 and 71510 and represents a sole-source procurement action based on the belief that no viable alternative exists. Responses to bidder inquiries will be published on www.michigan.gov/SIGMAVSS. Any potential bidder contesting the single-source designation must submit written documentation describing equivalent products or services by the response deadline. No pricing information, set-asides, or incumbent details are specified in this notice. The document reflects the standard Michigan procurement process for single-source justifications and allows for a transparent evaluation period before final award.
