About this opportunity
The City of Lubbock, Texas, is seeking competitive sealed proposals for the Reconstruction of Upland Avenue from 34th Street to 50th Street (22B Project), RFP 26-19474-TF, located within Hunt County. This procurement involves complete roadway reconstruction services including excavation, base course preparation, asphalt paving, concrete curb and gutter installation, drainage structure improvements, utility coordination, traffic control, and site restoration across approximately one mile of roadway. Contractors must furnish all labor, materials, and supplies necessary for the complete reconstruction while maintaining coordination with existing utilities including water, sewer, and gas lines and managing traffic flow in an active corridor. The project evaluation utilizes a competitive sealed proposals method with a maximum 100-point scoring system: 60 points for price, 30 points for contractor qualifications (based on experience, safety records, and superintendent qualifications), and 10 points for construction time. Substantial completion is required within 420 consecutive calendar days and final completion within 450 consecutive calendar days from the Notice to Proceed, which will be issued 30 days following City Council award scheduled for March 24, 2026. Proposals must be submitted electronically through the City's Bonfire platform or in hard copy to Marta Alvarez, Director of Purchasing and Contract Management, by 2:00 PM on February 26, 2026, with public opening and reading aloud at the same time via teleconference at Citizens Tower, 1314 Avenue K, Floor 9, Lubbock, Texas 79401. A non-mandatory pre-proposal conference will be held on February 18, 2026, at 10:00 AM via Zoom. Contractors must complete and submit the City's required forms, including the Contractor's Statement of Qualifications, Non-Collusion Affidavit, Safety Record Questionnaire, Insurance Affidavit, Proposed Subcontractors list, and Proposal Submittal Form, with failure to provide required bidder evaluation information resulting in bid rejection as non-responsive.
The procurement includes prevailing wage requirements under Texas Government Code Chapter 2258, with Davis-Bacon wage rates ranging from $13.50 per hour for flaggers to $27.08 per hour for mechanics, along with mandatory workers' compensation coverage and certificate of interested parties disclosure requirements for contracts exceeding $1 million. Contractors must comply with multiple certifications including suspension and debarment status, non-involvement with sanctioned countries, non-boycott of Israel, non-discrimination against firearm entities, and non-boycott of energy companies. All proposals require a proposal bond or certified check equal to 5% of the total proposal amount, with selected contractors required to furnish 100% performance bonds and 100% payment bonds if the contract price exceeds $100,000 and $50,000 respectively. Insurance requirements mandate comprehensive general liability of $1,000,000 per occurrence, commercial auto liability of $1,000,000 combined single limit, and workers' compensation at statutory limits, with the City named as additional insured on a primary and non-contributory basis. Liquidated damages are assessed at $600 per consecutive calendar day for delays beyond substantial completion and $300 per consecutive calendar day for delays beyond final completion. The estimated budget for the construction phase is $9,000,000, with a retainage system withheld at either 5% (for contracts valued at $5 million or more) or 10% (for contracts below $5 million) of partial payments until final completion.
