About this opportunity

The South Dakota Department of Education's Division of History is seeking a qualified vendor to conduct a reconnaissance-level architectural survey for Perkins and Harding Counties. The project requires comprehensive professional services including background research, fieldwork, evaluation of historic properties' eligibility for the National Register of Historic Places, and submission of survey data to the state's database. Deliverables include photographs, updated and newly completed survey forms, and a detailed survey report for each county. The consultant must adhere to the South Dakota Architectural Survey Manual and utilize the state's online database for data entry. Evaluation criteria will focus on the consultant's cost, experience, resources, past performance, familiarity with the project locale, and proposed project management techniques. The proposal is due by April 14, 2023, with the project timeline spanning from May 31, 2023, to June 1, 2024, and payments to be made in four stages. Key objectives include documenting historic resources across approximately 6,568 parcels in Harding County and 14,802 parcels in Perkins County.

The Request for Proposal does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Consultants must complete a W-9 form and provide a Contractor Certification as per South Dakota Executive Order 2023-02, which includes verifying that they are not a "Prohibited Entity." The state reserves the right to negotiate with the highest-ranked consultant and award the contract if an agreement can be reached. No specific budget estimate or award value was provided in the documentation, and potential bidders will need to submit a detailed budget and cost breakdown for the required scope of work. The project requires accessing resources such as county histories and SHPO survey files, with some research limitations due to renovations at the Cultural Heritage Center. The state will provide access to previous survey data and assist the consultant with research requests during the project period, though state lodging rates will not be available.
