About this file

This document is a Q&A for Request for Proposal (RFP) #23RFP8422 issued by the South Dakota Department of Education's Division of History ("State") for a Reconnaissance-Level Architectural Survey in Harding and Perkins Counties. The State seeks a qualified vendor to provide professional services to review all requirements of the RFP and submit a proposal by the deadline. The Consultant will conduct the architectural survey and provide supporting documentation on qualifications and experience. The survey requires accessing resources such as county histories and SHPO survey files, with some limitations due to renovations at the Cultural Heritage Center. The State will provide access to previous survey data and make efforts to assist the Consultant with research requests during the project period.

The State did not provide a budget estimate for this project during the RFP process. State lodging rates will not be available for the Consultant. The State indicates there are approximately 6,568 parcels in Harding County and 14,802 parcels in Perkins County. The State will not allow bulk import of form fields, photos, and sketch maps, and the Consultant must submit digital copies of the survey photos and sketch maps at the conclusion of the project.

Q&A Document

Date: 03/24/2023 Subject: Questions & Answers, RFP#23RFP8422 In accordance with the subject Request for Proposal (RFP), the following are answers to questions which have been submitted prior to 5PM, March 17, 2023. These questions are for informational purposes only; they do not alter the requirements specified within the RFP. Any changes to the RFP will be accomplished by the Office of Procurement Management through an addendum.

*The State's response will be in red font following the Vendor's question.

1. Can the prior survey data can be exported to Excel (all of it, not just points and eligibility)?

Yes, we should be able to do that.

2. What research access limitations, including SD State Archives and SHPO files, does SD SHPO anticipate the Consultant will experience during this project period due to the Cultural Heritage Center renovation?

Due to the renovations at the Cultural Heritage Center, in person research at the SD State Archives will not be available. Archives staff will take research requests starting around May 2023 and make copies/scans for a fee. SHPO survey files can be made available within our temporary office space at the Becker Hanson Building in Pierre, SD. With enough notice, we have been made aware that we should be able to request books through interlibrary loan from other state institutions that we could make available to the consultants at our offices.

3. By what method should the Consultant plan to access resources, such as county histories, traditionally housed in the State Archives?

During the duration of the renovations of the Cultural Heritage Center, the State Archives will not be able to have in-person research capabilities. During this time, the State Archives will be taking research requests on a fee-based schedule. With enough notice, we have been made aware that we should be able to request books through interlibrary loan from other state institutions that we could make available to the consultants at our offices.

4. If in-person research is unavailable, are State Archives personnel amenable to conducting fee-based research for the Consultant, and about how many hours will they have available to assist with this project?

As in-person research is unavailable, the State Archives will be taking research requests on a fee-based schedule. The number of hours that the State Archives will be able to allocate towards this project will depend on the number of research requests the State Archives has at the time.

5. Will the SD SHPO survey file storage room be available to the Consultant?

The SD SHPO can reserve a room for the Consultant to review the previous survey files for the project at our temporary office location.

6. Do the survey photos need to be printed at project conclusion? If yes, on archival?

At the project conclusion, we will need the survey photographs to be digitally submitted on either an archival disc or USB drive.

7. Do sketch maps need to be printed at project conclusion? If yes, on archival?

SD SHPO would like for the sketch maps to be printed with the printed copies of the site forms. For the site forms and sketch maps, they do not need to be printed on archival paper. They should be included also with the digital forms on an archival disc or USB at the conclusion of the project.

8. Can sketch maps/ site plan be labeled prints of aerials? Or does SHPO need actual building footprint/roofline sketches?

The sketch maps/site plans can be over aerial photographs, but we would also like to have sketches of the building footprint and, if possible, roofline.

9. Are state lodging rates anticipated to be available to Consultants working on this project?

State lodging rates will not be available for the consultant.

10. How many parcels are in each county?

Roughly, there are 6,568 parcels in Harding County and 14,802 parcels in Perkins County.

11. Would SHPO be able to provide the Consultant with a GIS export of the previous survey data?

Yes, we should be able to do that.

12. Are there any options available to bulk import form fields, including photos and sketch maps?

At this current time, there are no options available to bulk import form fields that include the photographs and sketch maps.

13. What is the budget for this survey?

SD SHPO does not provide budget estimates during the RFP process to ensure all proposals receive equal consideration during our evaluation.
