Bidders may claim South Carolina Resident Vendor Preference, South Carolina End-Product Preference, or United States End-Product Preference under S.C. Code Section 11-35-1524 if they qualify.

The scope comprises two line items: 50 modified stainless steel toilets for Lieber Correctional Institution and 150 standard stainless steel toilets for 20 other SCDC facilities statewide, totaling 200 units. Preferred brands are I-Con 101882:001112 or Acorn R2115-T-2 for Line 1, and I-Con 101882:0000057 or Acorn R2115-W-2 for Line 2; equivalent products are acceptable. Toilets must comply with ASME standards and feature stainless steel construction (304 or 316 gauge) with specified security features and dimensions. Delivery is FOB Destination to SCDC facilities throughout South Carolina no later than 90 days after purchase-order receipt, with all shipping charges included in the bid.

The contract has an initial one-year term with four optional one-year renewal periods, for a maximum five-year life. Award will be made to the lowest responsible and responsive bidder per line. Bidders must register as South Carolina vendors, submit signed cover pages, and comply with ethics certifications, debarment certifications, and drug-free workplace requirements. The State may consider discount offers for prompt payment and reserves the right to cancel the solicitation or reject any or all offers. Award notification is anticipated for July 21, 2026.
