About this opportunity
The City of Minneapolis is soliciting bids for the Restack Renovation, Room 121 project at the Municipal Building Commission (MBC), with bids due October 29, 2026 at 2:00 p.m. CDT and a pre-bid meeting scheduled October 22, 2026 at 1:00 p.m. virtually. This is a rebid. Prevailing wage requirements apply under Minneapolis Code of Ordinances Chapter 24 and federal Davis-Bacon rates for Hennepin County, and contractors must meet minimum responsibility criteria under Minnesota Statutes Section 16C.285, subdivision 3, including submission of a Responsible Contractor Verification and Certification of Compliance Form with first-tier subcontractors list for any bid exceeding $50,000.
The scope encompasses approximately 2,300 square feet of demolition and renovation within Minneapolis City Hall at 350 South 5th Street, creating functional spaces including a meeting area, lockers, two changing rooms, gear storage, and storage. Work includes comprehensive MEP demolition and installation across all trades: partition demolition and replacement, rough and finish carpentry, door hardware, gypsum board assemblies, interior finishes (tiling, carpeting, acoustical ceilings, painting), HVAC systems with variable air volume terminal units, plumbing fixtures with sensor controls, fire protection sprinkler systems (light hazard, wet pipe classification), electrical infrastructure, communications, and fire alarm systems. Alternate #1 revises one changing room to shower/restroom. Construction must proceed with the building occupied; contractors face mandatory background screening ($45 per person via Checkr), controlled building access, 48-hour dumpster-placement notice, hot work permits limited to 6:15 a.m.–3:00 p.m., and coordination of MEP shutdowns with three weeks' advance notice. Service elevator capacity is 1,100 pounds point load.
Contract is lump-sum basis for materials and labor combined, with substantial completion January 30, 2027. Contractors must provide commercial general liability insurance ($1,000,000 per occurrence), auto liability ($1,000,000), workers' compensation insurance, and ST-3 sales tax exemption certification. Questions are due October 23, 2026; addenda will be posted by October 26, 2026. Award goes to the single lowest responsive and responsible bidder. Contact: Duane Hansen, 612-673-2197, duane.hansen@minneapolismn.gov.
