About this file

This document constitutes the 100% Construction Documents and Project Specifications for the Municipal Building Commission (MBC) Restack Renovation – Room 121 project, a historic building alteration located at 350 South 5th Street, Minneapolis, Minnesota. The project encompasses the demolition and renovation of approximately 2,300 square feet comprising five rooms within Minneapolis City Hall. The work is structured as a single prime contract on a stipulated price basis, with construction to proceed while the Owner continues occupying adjacent building portions. The project includes comprehensive scope across multiple divisions: demolition, masonry patching, rough and finish carpentry, door hardware, gypsum board assemblies, interior finishes (tiling, carpeting, acoustical ceilings, painting), fire suppression systems, plumbing, HVAC, electrical systems, communications infrastructure, and fire alarm systems. Professional engineer seals date September 24, 2026, with licensing renewal dates through June 30, 2028, indicating this document serves as the basis for competitive bidding and contract execution.

The specifications establish strict operational protocols for contractor activities within the occupied municipal building, including mandatory background check screening through Checkr at $45 per person, controlled building access via security desk check-in, 48-hour notice requirements for dumpster placement, and limitation of hot work permits to 6:15 a.m. to 3:00 p.m. with 24-hour advance approval. Contractors must coordinate major MEP shutdowns three weeks in advance via Method of Procedure submissions to minimize tenant disruption and obtain notice distribution. The service elevator capacity is limited to 1,100 pounds point load, with contractor responsibility for engaging specialized elevator services for heavier loads. All fire protection and life safety systems require seven days' written notification before disruption. Contract closeout requires submittal of punch lists, certificates of substantial completion, operation and maintenance manuals, maintenance materials, test/adjust/balance records, and final cleaning to professional standards before Owner occupancy authorization. No contract award date, bidding timeline, or pricing information is provided within these construction documents.

1.07 OWNER PROJECT REQUIREMENTS

A. MBC Background Checks (BCs): To access the building, each person is required to check in at the 4th Street (or 5th Street in the future) security desk and print out their paper tag with individual’s name for the day, as well as keys or access cards. The MBC uses the Checkr background screening service. The cost is $45/person and is typically completed within 5 business days. The General Contractor will submit the First and Last names, the individuals email address, company name, and the project title to the following MBC staff members:

1. MBC Project Manager: Dan Hagman

2. MBC Security: Jerry.jennings@municipalbuilding.org

B. The applicant will receive an email with a link to fill out the form, so this is the responsibility of everyone. If a contractor isn’t hasn’t completed the process, or they’re denied, then they will not be granted access to the building.

C. Building access and deliveries. The building opens at 7:00 am, and that’s the best time to schedule the deliveries, except when garbage is collected on Monday, Wednesdays, and Fridays. An approved contractor can check out an access card in the morning at the security desk on 4th Street, which will access the loading dock (corner of 4th street and 4th Ave.), the freight elevator, and any corridor doors.

D. Service Elevator: This elevator is only rated for a point load of 1100lbs. If heavier loads need to be transported, the contractor will be responsible for covering the costs and arranging Platinum Standard Elevator to be onsite during these times. Contractors will also be responsible for services calls due to excessive dust/debris from construction activities.

E. Passenger Elevators: No materials are to be transported in the passenger elevators. Any damage to the paint due to contractors will be repaired by the contractors.

F. Parking: The building doesn’t have assigned parking for contractors. Please utilize the nearby ramps or metered street parking. Please note 4th Ave is reserved for the sheriff’s dept, and 3rd

Ave is reserved for the Minneapolis PD. DO NOT PARK ON EITHER STREET. Unauthorized vehicles are towed without warning.

G. Hot work permits: The HWP is in effect between the hours of 6:15am and 3:00pm on the dates requested. These can be submitted for up to a week at a time and must be submitted/approved by the MBC no later than 24 hours before requested date. Here’s a breakdown of the process:

1. The superintendent will email the completed form to:

2. MBC Electricians Nikolay.demchanko@MunicipalBuilding.org

3. MBC Facility Manager: Cassandra.rooney@municipalbuildling.org.

SUMMARY 01 10 00 - 3

I. The signed copy is emailed to the following MBC staff members:

1. The MBC Project Manager: TBD for each project

2. MBC Facility Manager: Cassandra.rooney@municipalbuilding.org,

3. Security Manager: jerry.jennings@municipalbuilding.org

J. Methods of Procedure(MOP): Any major MEP shutdown that will affect tenant spaces outside of the construction area or will generate extra noise or smell will require a MOP form to be submitted to the MBC Project Manager no later than three (3) full weeks ahead, to allow the MBC to review/approve the MOP in order to issue Notice-to-the Tenants, three (3) Friday’s before the work is to be performed.

K. Dumpsters: Corner of 4th street and 4th Ave. The General Contractor will provide 48-hour notice to the MBC Project Manager before placing the dumpster. Verify permits are valid before placement. The MBC staff should be contacted regarding recycling.

L. Perimeter Doors: Any adjoining doors associated with the project will be the responsibility of the contractor to maintain and return to original condition at the end of the project.

1.08 WORK UNDER OTHER CONTRACTS
