About this opportunity
The Bergen County Utilities Authority (BCUA) is seeking a fully authorized Jenbacher/INNIO vendor to provide technical service, maintenance, and replacement parts for three electric generator sets (Engines #1, #2, and #3, Model JMS 420 GS-B/N.L) on an "as-needed" basis. The contract (No. 25-09R) requires the contractor to be certified by the engine manufacturer and capable of supplying original equipment manufacturer (OEM) replacement parts from the manufacturer's parts books. Key qualifications include having service technicians with at least five years of experience, factory training, and the ability to respond to standard and emergency service requests within specified timeframes. The bid is scheduled for submission through the Euna Solutions E-Procurement Portal via BergenBids.com, with a bid due date of October 16, 2025, and a contract term beginning October 1, 2025, with potential for three additional one-year option periods. Evaluation criteria will include parts discount percentages, hourly service rates, and the vendor's demonstrated manufacturer certification and technical expertise.
The procurement includes several set-aside and compliance requirements, notably mandatory affirmative action language, equal employment opportunity provisions, and specific certifications related to investments in Iran, Russia, and Belarus. Vendors must complete comprehensive documentation, including a Business Registration Certificate, Ownership Disclosure Statement, and Mandatory Affirmative Action forms. The contract includes a total parts contingency allowance of $500,000 per year, with parts subject to a discount multiplier on the Jenbacher/INNIO price list. Warranty terms mandate a minimum 30-day parts warranty and 90-day labor warranty. While no specific incumbent is mentioned, the bid indicates this is a rebid, suggesting previous challenges in securing a suitable service provider. The contract requires strict compliance with New Jersey state regulations, including provisions for workforce diversity, non-discrimination, and detailed reporting requirements for potential contractors.
