About this opportunity

The City of Tucson, located in Pima County, Arizona, is seeking real estate consultants through Request for Proposal (RFP) No. 250022 to provide comprehensive real estate services for various municipal projects. The procurement will cover four primary service categories, including property acquisition, relocation services, brokerage services, and specialized real estate consulting. Specific deliverables include examining legal documents, coordinating property appraisals, negotiating acquisitions, managing relocations, facilitating property sales and leases, and providing expert consulting for projects such as widening intersections, constructing facilities, and managing city-owned properties. Required qualifications include an active Arizona Broker's license and compliance with federal, state, and local labor regulations. The RFP was published on November 12, 2024, with a pre-proposal meeting scheduled for November 20, 2024, and proposals are due on December 16, 2024, at 2:00 P.M. local Arizona time. The initial contract term will be one year, with potential extensions for up to four additional one-year periods.

The procurement includes specific set-aside and participation requirements, particularly for Disadvantaged Business Enterprises (DBE) and Section 3 Workers. Contractors must comply with federal transit administration (FTA) regulations, which mandate that 25% of labor hours be performed by Section 3 Workers, with 5% specifically by Targeted Section 3 Workers. The contract will be compensated through hourly rates, with bidders able to submit either category-specific or blended rates across service categories. Various funding sources will be utilized, including FTA funding, which requires strict adherence to federal, state, and local requirements. Contractors must maintain specific insurance coverages and comply with comprehensive federal regulations, including civil rights, equal employment opportunity, environmental protection, and procurement standards. While no specific incumbent vendors are listed, the contract provides opportunities for businesses owned by low-income residents or those with significant Section 3 Worker participation. The exact award value is not explicitly stated, but the scope suggests a substantial multi-year contract with potential for significant economic opportunity.
